According to Article 8 of Circular 27/2023/TT-BGDDT:

Assessment of dossiers, approval of textbook selection results

The Division of Education and Training verifies the textbook selection dossiers of educational institutions under its management as stipulated in Clause 5, Article 7 of this Circular; reports to the Department of Education and Training on the verification results and the list of textbooks selected by educational institutions under its management.

The Department of Education and Training verifies the textbook selection dossiers of educational institutions under its management as stipulated in Clause 5, Article 7 of this Circular; reviews reports of the Divisions of Education and Training on the verification results and the list of textbooks selected by educational institutions as stipulated in Clause 1 of this Article; consolidates results, prepares a list of textbooks selected by educational institutions (together with the selection dossiers of educational institutions as stipulated in Clause 5, Article 7 of this Circular), and submits them to the Provincial People's Committee for consideration and approval.

Based on the results of textbook selection by educational institutions submitted by the Department of Education and Training, the Provincial People's Committee decides to approve the list of textbooks selected by educational institutions.

What are the principles for textbook selection in Vietnam?

Article 2 of Circular 27/2023/TT-BGDDT stipulates the principles for textbook selection as follows:

- Textbooks selected must be from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions.

- Each grade level selects one (1) textbook for each subject or educational activity (including the content of elective topics, if any) implemented in the educational institution (hereinafter referred to as the subject).

- The textbook selection process must ensure democracy, objectivity, transparency, and the interests of the students.

How does the Department of Education and Training in Vietnam assist the Provincial People's Committee in organizing the textbook selection?

According to Clause 1, Article 13 of Circular 27/2023/TT-BGDDT, the Department of Education and Training shall perform the following tasks to assist the Provincial People's Committee in organizing textbook selection:

- Based on the provisions in Article 3 of Circular 27/2023/TT-BGDDT, advise the Provincial People's Committee to stipulate specific criteria for textbook selection;

- Guide, inspect, and supervise educational institutions under its management in the selection and usage of textbooks as prescribed;

- Prepare and consolidate budget estimates, propose facilities and present them to the competent authority for approval to arrange for the activity of organizing textbook selection;

- Assess the textbook selection dossiers of educational institutions under its management as stipulated in Clause 5, Article 7 of Circular 27/2023/TT-BGDDT;

- Review reports from the Departments of Education and Training on the verification results and the list of textbooks selected by educational institutions; consolidate the results of textbook selection by educational institutions and submit them to the Provincial People's Committee for consideration and approval.
