Under Article 6 of the Regulation issued with Circular 06/2024/TT-BGDDT, the time, venue, and funding for organizing the Competition are specified as follows:
Time, venue, and funding for organizing the Competition
1. the Competition is held once every year.
2. The time and venue for organizing the annual competition will be announced in the guidance documents for organizing the Competition issued by the Ministry of Education and Training.
3. The funding for organizing the Competition shall be funded from the state budget and other legitimate sources, including the funding for organizing the Competition at the hosting unit, paid by the hosting unit, and the funding for evaluating competition projects and judging, paid by the Ministry of Education and Training. The expenditures and expenditure levels for competition activities are implemented according to current regulations. In case special expenditure levels exceed common limits specified by the Ministry of Finance, the paying units shall submit to the competent authority to decide according to the provisions of the State Budget Law.
Thus, the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam is held once every year.
Annually, the Ministry of Education and Training will issue guidance documents for organizing the Competition, including an announcement about the time of the Competition.

What are the requirements for projects sent to attend the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam?
Based on Article 4 of the Regulation issued with Circular 06/2024/TT-BGDDT, the requirements for projects sent to attend the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam are as follows:
- Ensure honesty in scientific research; no cheating, illegal copying, or forgery; do not use or present others' research content and results as their own.
- The research duration of the competition project does not exceed 12 continuous months and is within the period from January of the year preceding the Competition year to 30 days before the opening day of the Competition.
- A team project is not allowed to change members once the project has started. The results must reflect each member's contribution.
- Projects involving pathogens, hazardous chemicals, or substances that adversely affect the environment cannot participate in the Competition.
- Competition projects must be approved and evaluated by the educational institution where the students are studying and selected by the participating unit (including each Department of Education and Training; each secondary school under the Ministry and equivalent agencies (commonly referred to as schools under the Ministry); each university, academy, institute with a secondary school as one participating unit) according to the regulations in Article 12 of the Regulation issued with Circular 06/2024/TT-BGDDT.
- Competition projects must ensure the display requirements as prescribed by the Competition’s Steering Committee.
What is the process of registration, approval, and selection of projects for the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam?
According to Article 12 of the Regulation issued with Circular 06/2024/TT-BGDDT, the process of registration, approval, and selection of projects for the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam is as follows:
(1) For educational institutions
- Educational institutions publicly announce the objectives, content, requirements, evaluation criteria of the competition projects, and the organizational form of the Competition for teachers and staff to discover, guide students in selecting topics, and building research plans;
- Teachers and staff who guided students in building research plans report to the specialized team for the specialized team to report, propose to the principal or director (commonly referred to as the head of the educational institution) for consideration and approval;
- The head of the educational institution approves the research plans and guides according to the proposal of the specialized team; directs the specialized team to monitor and support the research process according to the approved research plan;
- Educational institutions evaluate students' projects; and select the projects to send to the Competition unit for evaluation and selection according to the unit's guidance.
(2) For the Competition units
- Evaluate students' projects according to the evaluation criteria in Appendix 2 of the Regulation issued with Circular 06/2024/TT-BGDDT and select projects to participate in the Competition;
- Submit the Competition dossier according to the provisions of Article 13 of the Regulation issued with Circular 06/2024/TT-BGDDT to the Ministry of Education and Training at least 30 days before the opening day of the Competition.
