Pursuant to Article 4 of Decree No. 71/2020/ND-CP on the roadmap for upgrading qualifications for preschool teachers in Vietnam:
Roadmap for upgrading qualifications for preschool teachers
1. The implementation roadmap is from July 01, 2020, to December 31, 2030.
2. The roadmap is implemented in two phases:
a) Phase 1: From July 01, 2020, to December 31, 2025, ensuring that at least 60% of preschool teachers are undergoing training or have completed the training program and have been awarded a college diploma in pedagogy;
b) Phase 2: From January 01, 2026, to December 31, 2030, implementing for the remaining teachers to ensure that 100% of preschool teachers have completed the training program and have been awarded a college diploma in pedagogy.
Thus, according to the above regulation, the roadmap for upgrading qualifications for preschool teachers in Vietnam will last until 2030 and is divided into two implementation phases.
- Phase 1: From July 01, 2020, to December 31, 2025, ensuring that at least 60% of preschool teachers are undergoing training or have completed the training program and have been awarded a college diploma in pedagogy;
- Phase 2: From January 01, 2026, to December 31, 2030, implementing for the remaining teachers to ensure that 100% of preschool teachers have completed the training program and have been awarded a college diploma in pedagogy.

What are the principles for implementing the roadmap for upgrading qualifications for preschool teachers in Vietnam?
Under Article 3 of Decree No. 71/2020/ND-CP, the principles for implementing the roadmap for upgrading the qualifications for teachers are as follows:

1. Determining the roadmap and organizing the implementation of the roadmap for upgrading the qualifications for teachers must ensure it is appropriate to the actual situation of the teaching staff and the conditions of educational institutions and localities; avoiding the situation of teacher shortages.
2. Determining the teachers participating in the training to upgrade the standard must ensure the correct age and training level of the teachers. Priority is given to those teachers who still have a minimum of 5 years of service until retirement as prescribed in Article 2 of this Decree to participate in training first. In cases where teachers do not have enough years of service, and are not subjects of the standard upgrading, the implementation follows the regulations of the Minister of Education and Training.
3. The implementation of the roadmap for upgrading the qualifications for teachers must ensure objectivity, transparency, fairness, and efficiency.
Thus, there are 3 principles for implementing the roadmap for upgrading qualifications for preschool teachers in Vietnam as follows:
- Firstly, ensure it is suitable to the actual situation of the teaching staff and the conditions of educational institutions and localities; avoiding the situation of teacher shortages.
- Secondly, ensure the correct age and training level of the teachers. Priority is given to those teachers who still have a minimum of 5 years of service until retirement as prescribed in Article 2 of Decree No. 71/2020/ND-CP to participate in training first.
In cases where teachers do not have enough years of service and are not subjects of the standard upgrading, the implementation follows the regulations of the Minister of Education and Training.
- Thirdly, ensure objectivity, transparency, fairness, and efficiency.
What are the qualifications required for preschool teachers in Vietnam?
Pursuant to Article 72 of the Law on Education 2019 on the qualifications for preschool teachers:
(1) Have a college diploma in pedagogy or higher for preschool teachers;
(2) Have a bachelor's degree in teacher training or higher for primary, secondary, and high school teachers.
In cases where subjects do not have enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a relevant discipline and a certificate of pedagogical retraining;
(3) Have a master's degree for university-level teaching staff; have a doctorate for teaching staff and those guiding master's theses, doctoral dissertations;
(4) The qualifications for vocational education teaching staff are implemented according to the provisions of the Law on Vocational Education.
