Currently, the professional standards for lower secondary school teachers are stipulated in Circular 20/2018/TT-BGDDT which prescribes the standards for teachers at general education institutions.
To effectively implement the evaluation of standards for lower secondary school teachers in a conformable, efficient, and practical manner, contributing positively to the development of the general education teacher workforce, the Ministry of Education and Training issued Official Dispatch 4530/BGDĐT-NGCBQLGD on October 1, 2018, guiding the implementation of Circular 20/2018/TT-BGDDT.
Under Clauses 3 and 7, Article 3 of the Regulation on Professional Standards for Teachers at General Education Institutions, issued together with Circular 20/2018/TT-BGDDT:

For the purposes of this Regulation, the terms below are construed as follows:

3. Professional standard for teacher means a system of quality and capacity that a teacher must have in order to teach and educate students in general education institutions.

What is the purpose of issuing professional standards for lower secondary school teachers in Vietnam?
Under Article 2, Regulation on Professional Standards for Teachers at General Education Institutions, issued together with Circular 20/2018/TT-BGDDT, the purpose of issuing professional standards for teachers is as follows:
Purposes of promulgation of the Regulation on professional standards. The Regulation is the basic for:
1. Teachers of general education institutions to carry out self-evaluatement of the qualities and capacity; make and implement the plans for practice of qualities and refresher training in improvement of capacity for professional skills in order to meet the requirements for educational innovation.
2. General education institutions to evaluate the qualities, capacity for professional skills of teachers; make and develop the plans for refresher training in improvement of capacity for professional skills of teachers in order to meet educational objectives of schools, local authorities and education industry.
3. State management authorities to research, make and implement the regimes and policies on development of the contingent of teachers of general education institutions; select and use the contingent of key teachers of general education institutions.
4. Training and refresher training establishments to develop programs and organize training and refresher training in order to develop the qualities and capacity for professional skills of teachers of general education institutions.
Thus, the issuance of professional standards for lower secondary school teachers aims at the following (4) purposes:
(1) To serve as a basis for teachers at general education institutions to self-evaluate.
(2) To serve as a basis for general education institutions to evaluate teachers.
(3) To serve as a basis for state management agencies to study, develop, and implement policies for developing the teacher workforce.
(4) To serve as a basis for teacher training institutions to develop, organize training programs, and enhance the qualities and professional competencies of teachers.
