h) Have been recognized as a Grassroots-Level Emulation Fighter; or have been awarded certificates of merit from district level or higher; or have been recognized as good teachers, good homeroom teachers at school level or higher, good teacher in charge of Ho Chi Minh Young Pioneers from district level or higher;
i) A public employee who takes the examination or consideration for rank promotion to the professional title of Grade II primary school teacher (code V.07.03.28) must have held the professional title of Grade III primary school teacher (code V.07.03.29) or equivalent for full 09 (nine) years or more (excluding the probationary period) as of the expiration date for submitting the application for examination or consideration for rank promotion.
A Grade 3 primary school teacher who wishes to be promoted to a Grade 2 primary school teacher must have held the position for at least 9 years (excluding the probationary period).

1. Duties
a) Develop teaching and educational plans for students; participate in developing teaching and educational plans for students of the specialized team according to the objectives and educational curriculum of the primary school level;
b) Implement the primary general education curriculum and the school's educational plan;
c) Apply teaching and educational methods towards developing students' qualities and abilities; participate in identifying and fostering gifted students; engage in applied educational scientific research and create teaching materials and equipment for the primary level;
d) Complete all professional training and retraining courses as per regulations; engage in self-learning and training to enhance political, professional, and technical skills; participate in professional activities as required; engage in universal education, compulsory education, and literacy, inclusive education programs;
dd) Cooperate with parents and social forces in educating students, perform student counseling duties for primary school students;
e) Execute other duties assigned by the principal.
