Under Article 13 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT,  the operation of the CPV organization and other organizations in the primary school is as follows:

1. The CPV organization in the primary school leads the school and operates according to the regulations of the CPV Charter, within the framework of the Constitution and the law.

2. The Trade Union, Ho Chi Minh Communist Youth Union, and other social organizations operate in the primary school as per the law's provisions to help the school achieve educational goals and programs.

3. The Ho Chi Minh Young Pioneer Organization operates according to the Charter of the Ho Chi Minh Young Pioneer Organization and the law’s provisions. The Ho Chi Minh Young Pioneer Organization has a Leader of the Ho Chi Minh Young Pioneer Organization. The standards, duties, and powers of the Leader of the Ho Chi Minh Young Pioneer Organization are implemented following the Ministry of Education and Training's regulations.

Thus, the CPV organization in the primary school on Vietnam leads the school and operates according to the regulations of the CPV Charter, within the framework of the Constitution and the law.

Article 12 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT stipulates:

- The Emulation and Commendation Council and Disciplinary Council

The Emulation and Commendation Council assists the principal in organizing emulation movements; guides the emulation movements and oversees the implementation; serves as an advisor for summary, evaluation, consideration, and proposing commendations for staff, teachers, and students; and makes recommendations regarding emulation and commendation.

The Emulation and Commendation Council is established by the principal at the beginning of each school year, comprising a chairperson, vice-chairperson, secretary, and members. The principal is the chairperson. The members include the vice-principal, the CPV organization's representative, the Trade Union's chairperson, the Ho Chi Minh Communist Youth Union's secretary, the Leader of the Ho Chi Minh Young Pioneer Organization, professional team leaders, administrative office leaders, and teacher representatives. The council's membership count must be odd.

The chairperson convenes regular council meetings at the beginning of the school year, end of the first semester, and end of the school year, and holds extraordinary meetings when necessary.

- The Disciplinary Council

The Disciplinary Council is established to review or cancel disciplinary measures against staff, teachers, or employees on a case-by-case basis. The establishment, composition, and operation of the Disciplinary Council are implemented according to the law's provisions.

- The Advisory Council

The principal establishes advisory councils to assist in managing and directing activities. The tasks, powers, composition, and terms of these councils are determined by the principal.

What are the detailed regulations for the professional teams and administrative office in a primary school in Vietnam?

Under Article 14 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, the regulations on professional teams are as follows:

- The professional team consists of teachers organized by grade level or subject; staff responsible for library work, educational equipment, information technology, disability education support, and counseling. Each team has at least 03 members; the professional team has a team leader, and if there are 07 or more members, a deputy team leader is also appointed.

- The professional team has the following tasks:

+ Participate in the construction of the school's educational plan.

+ Under the school's educational plan, formulate and justify the teaching plans for subjects according to the primary education program's requirements, on a weekly, monthly, semester, and annual basis.

+ Implement the school's professional activities plan proactively and flexibly.

+ Propose the principal assign teaching and class teacher duties annually.

+ Organize the selection of textbooks as per the Ministry of Education and Training and provincial People's Committee regulations. Propose reference publications for the school according to regulations.

+ Participate in the evaluation and ranking of teachers according to the Public School Teachers' Professional Standards; evaluate the principal and vice-principals according to the Principal Standard.

- The professional team meets at least once every two weeks to perform the above tasks constructively, fostering a positive and self-learning environment to enhance proficiency and professional competence.

In addition, under Article 15 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, the regulations on administrative office are as follows:

- Each primary school has one administrative office consisting of staff performing clerical, accounting, treasury, school healthcare, and other tasks. The administrative office has a team leader and deputy team leader as per regulations.

- The administrative office has the following tasks:

+ Under the school's educational plan, formulate the team's activity plan weekly, monthly, and annually to support the educational program and teaching activities.

+ Assist the principal in clerical work, financial management, asset administration, accounting, and statistics as per policy regulations.

+ Participate in professional and operational training as planned by the team and the school.

+ Participate in the evaluation and grading of public employees and workers; recommend team leader and deputy team leader.

+ Manage and archive school records.

+ Perform other tasks as assigned by the principal.

- The administrative office meets at least once a month or as required by work demands.
