What is the minimum teaching equipment for Literature in Vietnam?

Under Section 8, General Education Program for Literature, issued together with Circular 32/2018/TT-BGDDT, minimum teaching equipment for Literature includes a reference bookshelf containing major types of texts: literary texts, argumentative texts, and informational texts; encompassing various forms of storybooks and comic books.

Each major text type should have the following subtypes: literary texts include stories, poetry, drama, and memoirs; argumentative texts include literary critiques and social commentary; informational texts include explanatory texts and practical application texts.

Additionally, some pictures or portraits of significant authors included in the curriculum; illustrative images for the content and art of major works such as Nam Quoc Son Ha, Hich Tuong Si, Binh Ngo Dai Cao, Truyen Kieu, Van Te Nghia Si Can Giuoc, Tuyen Ngon Doc Lap, etc.

Schools with adequate resources should connect to the Internet and have computers, screens, and projectors; equip with some Vietnamese language teaching software; CDs, video clips introducing the country's scenic spots and historical sites, the hometowns of authors (for teaching and learning explanatory texts); some animated movies, films adapted from literary works, or CDs, video clips recording some plays from literary scripts; CDs recording songs set to poems selected as teaching materials or extended reading texts, interactions, specialized talks of authors, researchers, and literary critics; literature textbooks, literary books, and digital educational materials.

What are the procedures for compiling Literature textbooks in Vietnam?

According to Clause 1, Article 9, standards and procedures for development and revision of textbooks; standards for textbook compilers; organization and operation of National Textbook Appraisal Councils, issued together with Circular 33/2017/TT-BGDDT (amended and supplemented by Clause 2, Article 1 Circular 05/2022/TT-BGDDT), the procedures for compiling textbooks (including literature textbooks) are as follows:

Step 1: The organization or individual compiling textbooks selects authors who meet the standards stipulated in Article 11 Circular 33/2017/TT-BGDDT (amended and supplemented by Clause 5, Article 1 Circular 05/2022/TT-BGDDT).

Authors research the general education program issued by the Minister of Education and Training to build an overall outline, detailed outline, and compilation plan; assign tasks to the chief editor, editors (if the book has a chief editor, editors), and authors to ensure workloadappropriateness and timely execution to ensure the quality and progress of completing the textbook sample.

Step 2: The organization or individual compiling textbooks organizes the compilation, editing, design, illustration, and completion of at least one lesson, conducts experimental teaching, and gathers feedback after teaching to refine that lesson with contributions and consensus from all authors before organizing the compilation of other lessons.

The organization compiles, edits, designs, illustrates, conducts experimental teaching, gathers feedback from teachers, education administrators, scientists, and educators with knowledge of general education to comment and assess the textbook sample according to the content of each clause specified in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT (Article 8 Circular 33/2017/TT-BGDDT is amended and supplemented by Clause 1, Article 1 Circular 05/2022/TT-BGDDT) (specific requirements according to the Textbook assessment Criteria attached to this Circular); complete the textbook sample and submit it to the Ministry of Education and Training for assessment;

- The Ministry of Education and Training assesses the textbook sample according to Chapter 4 Circular 33/2017/TT-BGDDT;

- The organization or individual compiling textbooks completes the textbook sample after assessment;

- The Minister of Education and Training approves and allows the use of textbooks;

- The organization or individual compiling textbooks organizes the publication and distribution of textbooks according to the provisions of the law.

What are the principles for assessing literature textbooks by the National Council in Vietnam?

According to Article 15 of the Regulations issued together with Circular 33/2017/TT-BGDDT, the working principles of the Textbook Assessment Council are as follows:

- The Council’s operation shall ensure concentration, democracy, objectivity and transparency.

- The meeting of the Council shall be considered legitimate if at least two-thirds of the members is present, including the chairperson, vice-chairperson and the secretary; absent members shall sent their written evaluation of the sample textbook in a sealed envelope to the appraising unit before the date of the meeting. The representative of the appraising unit must attend all meetings of the Council.

- The minutes of each meeting of the Council shall have signatures of the participating members and the representative of the appraising unit.

- During the appraisal process, the Council may request the appraising unit to seek professional opinions of the relevant organizations and individuals if necessary.
