Under Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applicable to teachers as public employees in public service providers is VND 2,340,000 per month.
The salaries paid to teachers who are public employees are calculated as follows:
Salary = Salary coefficient x Statutory pay rate
Before July 1, 2024, the statutory pay rate was VND 1.8 million (based on Decree 24/2023/ND-CP). Compared to the current statutory pay rate of VND 2.34 million, the statutory pay rate has increased by 30%.
Therefore, salaries paid to primary school teachers will increase by 30% when the statutory pay rate is increased to VND 2.34 million.
Note: Decree 24/2023/ND-CP is invalidated as of July 1, 2024.

The salary grading for public employees appointed to professional titles of primary school teachers is stipulated in Clause 1, Article 8 of Circular 02/2021/TT-BGDDT as follows:
Salary grading
1. Public employees appointed to professional titles of primary school teachers specified in this Circular shall be applied with the corresponding payroll issued under Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials and public employees and the armed forces. To be specific:
a) Grade III primary school teacher, code V.07.03.29, applies the salary coefficient of public employee category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Grade II primary school teacher, code V.07.03.28, applies the salary coefficient of public employee category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Grade I primary school teacher, code V.07.03.27, applies the salary coefficient of public employee category A2, group A2.1, from a salary coefficient of 4.40 to a salary coefficient of 6.78.

How many months of summer vacation do primary school teachers in Vietnam last?
Under Clause 1, Article 3 of Decree 84/2020/ND-CP, the summer vacation of teachers is stipulated as follows:
Summer vacation of teachers
1. Summer vacation of teachers:
a) Annual summer vacation of teachers of institutions for preschool education, institutions for general education, and special schools is 8 weeks, including annual permitted leave;
b) Annual summer vacation of teachers of vocational secondary schools and colleges is 6 weeks, including annual permitted leave;
c) Annual summer vacation of teachers of institutions of higher education shall comply with organizational and operational regulations of the institutions of higher education;
d) In case of any irregularity, emergency cases for prevention of natural disasters, diseases or other emergencies, summer vacation of teachers of institutions for preschool education, institutions for general education, special schools, vocational secondary schools and colleges shall be decided by Minister of Education and Training and Minister of Labor – War Invalids and Social Affairs depending on entitlement.
Thus, for primary school teachers, the summer vacation lasts 08 weeks (including annual leave).
Additionally, in case of any irregularity, emergency cases for prevention of natural disasters, diseases or other emergencies, summer vacation of primary school teachers shall be decided by the Minister of Education and Training and the Minister of Labor – War Invalids and Social Affairs depending on entitlement.
How many lessons per week must a primary school teacher in Vietnam teach according to regulations?
Under Clause 1, Article 6 of the working regulations for general education teachers issued with Circular 28/2009/TT-BGDDT as amended and supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT:
Teaching lesson norms
The teaching lesson norm is the number of theoretical or practical lessons each teacher must teach in a week. To be specific:
1. The teaching lesson norm for primary school teachers is 23 lessons; for lower secondary school teachers, it is 19 lessons; and for upper secondary school teachers, it is 17 lessons;
2. The teaching lesson norm for teachers at boarding ethnic secondary schools is 17 lessons at the lower secondary level and 15 lessons at the upper secondary level.
The teaching lesson norm for teachers at semi-boarding ethnic secondary schools is 21 lessons at the primary level, 17 lessons at the lower secondary level.
The teaching lesson norm for teachers at schools or classes for the disabled or handicapped is 21 lessons for primary school teachers and 17 lessons for lower secondary school teachers.
The teaching lesson norm for teachers at pre-university schools is 12 lessons.
3. A teacher acting as the leader of the Ho Chi Minh Young Pioneer Organization of a Grade I school teaches 2 lessons a week, a Grade 2 school teaches 1/3 of the teaching lesson norm, and a Grade 3 school teaches 1/2 of the teaching lesson norm of teachers of the same education level. The classification of schools follows current regulations.

If they are teachers at schools or classes for the disabled or handicapped or at semi-boarding ethnic schools, they are reduced to 21 lessons/week.
