What is the purpose of issuing professional standards for teachers under Circular 26 in Vietnam?
Under Article 2 Regulation on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT, this Circular is promulgated for the following purposes:
Purpose [1] To serve as a basis for preschool teachers to self-evaluate their qualities and competencies; to develop and implement plans for refining qualities, and to enhance professional and specialized skills to meet the demands of educational innovation.
Purpose [2] To serve as a basis for preschool educational institutions to evaluate the professional qualities and competencies of preschool teachers; to develop and implement plans for developing the professional capacities of teachers to meet the educational goals of the preschool education institution, the locality, and the Education sector.
Purpose [3] To serve as a basis for state management agencies to research, develop and implement policies for the development of the preschool teacher workforce; to select and utilize the core preschool teaching staff.
Purpose [4] To serve as a basis for teacher training and development institutions to construct and develop training programs and to organize training to enhance the professional qualities and competencies of preschool teachers.

What is the evaluation cycle according to professional standards for preschool teachers in Vietnam?
Under Article 11 of Regulation on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT, the evaluation cycle according to professional standards for preschool teachers is stipulated as follows:
Evaluation cycle according to professional standards for preschool teachers
1. Teachers self-evaluate once a year at the end of the school year.
2. The head of the preschool education institution organizes teacher evaluation once every two years at the end of the school year.
3. In special cases as required by higher management, the preschool education institution may shorten the teacher evaluation cycle.
Thus, the preschool principal organizes the evaluation according to professional standards for preschool teachers once every two years at the end of the school year.
What are the procedures for evaluating the professional standards for preschool teachers and grading the evaluation results thereof in Vietnam?
Under Article 10 Regulation on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT, the evaluation of the professional standards for preschool teachers and grading the evaluation results thereof will be carried out as follows:
* Evaluation procedures
- Teachers self-evaluate according to the professional standards for preschool teachers;
- The preschool education institution gathers opinions from colleagues in the professional group regarding the teacher being evaluated according to the professional standards for preschool teachers;
- The head of the preschool education institution carries out the evaluation and announces the evaluation results based on the teacher's self-evaluation, colleague feedback, and the actual performance of the teacher's responsibilities through precise and appropriate evidence.
* Grading of evaluation results
- Excellent: All criteria reach at least a Good, with at least 2/3 of the criteria reaching a Excellent, including criteria 1, 3, 4, 5, 6, 7, 8, and 9.
- Good: All criteria reach at least a Qualified, with at least 2/3 of the criteria reaching a Good, including criteria 1, 3, 4, 5, 6, 7, 8, and 9.
- Qualified: All criteria are evaluated at a Qualified or higher.
- Unqualified: Any criteria evaluated as not meeting the standards (criteria not meeting the Qualified requirements).
What are the 3 levels of evaluation of professional standards for preschool teachers in Vietnam?
Under Clause 6 Article 3 Circular 26/2018/TT-BGDDT, the levels of criteria reflect the level achieved in the development of each criterion's qualities and competencies. There are three levels for each criterion in ascending order: Qualified, Good, and Excellent; a higher level includes all requirements of the immediate lower level:
- Qualified: Possessing qualities and competencies to perform assigned duties in nurturing, caring for, and educating preschool children as per regulations.
- Good: Possessing qualities and competencies to proactively innovate in performing duties and educational goals of the preschool education institution.
- Excellent: Possessing qualities and competencies to creatively nurture, care for, and educate children; having a positive influence on children, colleagues, parents, or guardians of children, sharing knowledge, skills, and experiences in nurturing, caring for, educating children, and implementing children's rights.

Under Article 9 of Regulation on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT, the 3 requirements when evaluating according to professional standards for preschool teachers are as follows:

[2] Based on the qualities, competencies, and work process of teachers in the specific conditions of the preschool education institution and locality.
