According to Clause 8, Article 3 of the Regulations on professional standards for preschool teachers, issued together with Circular 26/2018/TT-BGDDT, assessment according to professional standards for teachers is the determination of the level of achievement of the qualities and competencies of teachers as stipulated by the professional standards for preschool teachers.
At the same time, according to Clause 3, Article 3 of the Regulations on professional standards for preschool teachers, issued together with Circular 26/2018/TT-BGDDT, professional standards for preschool teachers are a system of qualities and competencies that teachers need to achieve in order to perform the tasks of nurturing, caring for, and educating children in preschool educational institutions.
Thus, referring to the above regulations, the assessment of professional standards for preschool teachers according to Circular 26 means the determination of the level of achievement of the qualities and competencies of teachers as stipulated by the professional standards for preschool teachers.

What is the assessment cycle according to professional standards for preschool teachers in Vietnam?
Under Article 11 of Regulation on Professional Standards for Preschool Teachers, issued together with Circular 26/2018/TT-BGDDT, the assessment cycle according to professional standards for preschool teachers is stipulated as follows:
Assessment cycle according to professional standards for preschool teachers
1. Teachers self-assess once a year at the end of the school year.
2. The head of the preschool education institution organizes teacher assessment once every two years at the end of the school year.
3. In special cases as required by higher management, the preschool education institution may shorten the teacher assessment cycle.
Thus, the assessment of professional standards for preschool teachers will have three time points:
(1) Teachers conduct self-assessments once per year;
(2) The head of the preschool education institution organizes teacher assessments once every two years at the end of the school year.

What are the assessment criteria for professional standards for preschool teachers in terms of professional development in Vietnam?
Under Article 5 of the Regulations on professional standards for preschool teachers, issued together with Circular 26/2018/TT-BGDDT (with point a, Clause 1 suspended by Clause 4, Article 1 Circular 29/2021/TT-BGDDT), Standard No. 2 regarding Professional Development is specified as follows:
Professional Development (Standard No. 2)
Mastering preschool pedagogical professional skills; regularly updating and enhancing professional competencies and pedagogical professional skills to meet the requirements of educational innovation, organizing nurturing, caring, and educating activities to comprehensively develop children according to the preschool education program.
* Criterion 3. Personal Professional Development
- Rather good: Implementing learning and training plans suitable to personal conditions; updating professional knowledge, and renewing methods and forms of organizing child care and education to improve the quality of child care and education;
- Good: Sharing experiences, guiding, and supporting colleagues in personal professional development.
* Criterion 4. Development of plans for nurturing, caring, and educating towards the comprehensive development of children
- Qualified: Developing plans for the care and education of children according to the preschool education program, suitable to the developmental needs of children in the group/class;
- Rather good: Proactively and flexibly adjusting the care and education plans towards the comprehensive development of children, suitable to the actual conditions of the school/class and local culture;
- Good: Participating in developing the school's education program; supporting colleagues in developing plans for nurturing, caring for, and educating children towards comprehensive development, suitable to the actual conditions of the school/class and local culture.
* Criterion 5. Nurturing and caring for children's health
- Qualified: Implementing care and health plans for children in the group/class; ensuring living, nutrition, hygiene, safety, and disease prevention policies for children according to the preschool education program;
- Rather good: Proactively and flexibly renewing nurturing and health care activities, meeting the different developmental needs of children and the actual conditions of the school/class;
- Good: Sharing experiences, and supporting colleagues in implementing nurturing and health care activities to improve the physical and mental health of children.
* Criterion 6. Comprehensive development education for children
a) Qualified: Implementing the education plan in the group/class, ensuring support for the comprehensive development of children according to the preschool education program;
b) Rather good: Proactively renewing educational methods for children, flexibly implementing educational activities and making suitable adjustments, meeting the different needs and abilities of children, and the actual conditions of the school/class;
c) Good: Guiding and supporting colleagues in implementing and adjusting, renewing educational activities to improve the quality of comprehensive development for children.
* Criterion 7. Observation and assessment of children's development
- Qualified: Using observation and assessment methods for children to promptly adjust child care and educational activities;
- Rather good: Proactively and flexibly applying methods, forms, and tools for assessment to objectively assess children's development, hence fittingly adjusting care and educational plans;
- Good: Sharing and supporting colleagues with experiences in applying observation and assessment methods for children's development. Participating in external assessment activities at preschool educational institutions.
* Criterion 8. Management of the group/class
- Qualified: Implementing the requirements for managing children, facilities, and documentation of the group/class according to regulations;
- Rather good: Having initiatives in group/class management activities suitable to the actual conditions of the school/class;
- Good: Sharing good experiences, supporting colleagues in group/class management in conformity with and suitable to the actual conditions.
Thus, referring to the above regulations, the assessment of professional standards for preschool teachers in terms of professional development will be based on six criteria:
(1) Personal Professional Development
(2) Development of plans for nurturing, caring, and educating towards the comprehensive development of children
(3) Nurturing and caring for children's health
(4) Comprehensive development education for children
(5) Observation and assessment of children's development
(6) Management of the group/class
