What is the age of children subject to the universalization of primary education in Vietnam?
According to Article 7 of Decree 20/2014/ND-CP, the subjects of the universalization of primary education are children aged from 6 to 14 who have not completed the primary education program.
Furthermore, the responsibility of citizens, families, and educational institutions is specified in Article 3 of Decree 20/2014/ND-CP as follows:
- All citizens in the prescribed age must learn to achieve the level of education universalization or illiteracy eradication;
- Families are responsible for creating favorable conditions for their members in the prescribed age to learn to achieve the level of education universalization or illiteracy eradication;
- The educational institutions are responsible for implementation of education universalization or illiteracy eradication according to their functions and duties.
What are the recognition levels for the standard achievement of universalization of primary education in Vietnam?
The recognition levels for the standard achievement of universalization of primary education include specific criteria for each locality as follows:
*Criteria for recognized standard achievement of primary education universalization at level 1 (According to Article 9 of Decree 20/2014/ND-CP):
- For individuals: Must finish the primary educational program.
- For communes:
+ The percentage of 6-year old admitted to form 01 must reach at least 90%;
+ The percentage of 14-year children finishing the primary educational program must reach at least 80% and 70% for communes with extremely difficult socio-economic conditions;
- For districts: At least 90% of communes must be recognized to have met the standard of primary education universalization at level 1.
- For provinces: There must be 100% districts recognized to have met the standard of primary education universalization at level 1.
* Criteria for recognized standard achievement of primary education universalization at level 2 (According to Article 10 of Decree 20/2014/ND-CP):
- For communes:
+ Ensuring criteria for recognized standard achievement of primary education universalization at level 1;
+ The percentage of 6-year old admitted to form 01 must reach at least 95%;
+ The percentage of 11-year children finishing the must reach at least 80% and 70% for communes with extremely difficult socio-economic conditions; the remaining 11-year children are attending primary classes.
- For districts: At least 90% of communes must be recognized to have met the standard of primary education universalization at level 2.
- For provinces: There must be 100% districts recognized to have met the standard of primary education universalization at level 2.
* Criteria for the recognized standard achievement of primary education universalization at level 3 (According to Article 11 of Decree 20/2014/ND-CP):
- For communes:
+ Ensuring the criteria for recognized standard achievement of primary education universalization at level 2;
+ The percentage of 6-year old admitted to form 01 must reach at least 98%;
+ The percentage of 11-year children finishing the must reach at least 90% and 80% for communes with extremely difficult socio-economic conditions; the remaining 11-year children are attending primary classes.
- For districts: At least 90% of communes must be recognized to have met the standard of primary education universalization at level 3.
- For provinces: There must be 100% districts recognized to have met the standard of primary education universalization at level 3.
Shall studying costs be financed when participating in the education universalization program in Vietnam?
According to Article 2 of Decree 20/2014/ND-CP, the policy for education universalization and literacy eradication is as follows:
Policy for education universalization and literacy eradication
1. The State gives the priority to the investment and creates favorable conditions for educational institutions of the national educational system to implement the education universalization or illiteracy eradication; encourages and creates favorable conditions for international organizations, foreigners and oversea Vietnamese to participate in education universalization or illiteracy eradication in Vietnam under regulations of law.
2. The State implements the support policy to the people subject to reduction or exemption from school fees and support to studying costs when participating in the prescribed programs of education universalization or illiteracy eradication.
3. Individuals participating in organization, management, teaching ...to carry out the education universalization or illiteracy eradication shall receive the remuneration as prescribed by the State.

Specifically, according to Article 18 of Decree 81/2021/ND-CP, preschool children and general education pupils, learners at continuing education institutions following the general education program fall into the following categories are entitled to financing for studying costs:
- Orphans with both parents deceased.
- Those with disabilities.
- Children whose parents are classified as poor households according to the regulations of the Prime Minister of the Government of Vietnam.
- Learners in particularly difficult hamlets, communes in category III areas in ethnic regions and mountainous regions, particularly difficult hamlets in coastal regions and islands according to regulations of competent authority.
Thus, learners participating in education universalization programs will receive financing for studying costs if they fall into the entitled categories.
