Vietnam: What is education quality accreditation?
Based on Clause 3, Article 5 of the Law on Education 2019, education quality accreditation is defined as follows:
Definitions
In this Law, the terms below are understood as follows:
1. Formal education is education conducted in an educational institution to implement a definite educational program, established according to the objectives of different educational levels and training degrees, and conferring diplomas within the national education system.
2. Continuing education is education to implement a definite educational program, organized flexibly in terms of form, schedule, methods, venues, meeting the lifelong learning needs of learners.
3. education quality accreditation is the activity of evaluating and recognizing educational institutions or training programs that meet the education quality standards promulgated by competent authorities or organizations.

- Subjects of education quality accreditation include:
a) Educational institutions for preschool, general education, and continuing education;
b) Educational institutions and training programs at vocational education and higher education levels.
Thus, education quality accreditation is the activity of evaluating and recognizing preschool, general education, continuing education, vocational education, and higher education institutions or training programs that meet the education quality standards promulgated by competent authorities or organizations.

Who is responsible for publicly announcing the evaluation and accreditation results of education quality in Vietnam?
Based on Article 60 of the Law on Education 2019, the duties and powers of schools in Vietnam are stipulated as follows:
Duties and Powers of Schools
1. Schools have the following duties and powers:
a) Publicly announce the objectives, programs, education plans, conditions to ensure education quality, evaluation results and education quality accreditation; diplomas and certificates system of the school;
b) Organize recruitment, education, training, scientific research, and transfer the results of training and scientific research according to the functions, duties, and powers; confirm or issue diplomas and certificates under their authority;
c) Proactively propose human resource needs, participate in the recruitment of teachers and staff in public schools; manage and utilize teachers and staff; manage learners;
d) Mobilize, manage, utilize resources according to legal regulations; build infrastructure according to standardization and modernization requirements;
dd) Coordinate with families, organizations, and individuals in educational activities; organize for teachers, staff, and students to participate in social activities, community service.
2. The implementation of tasks, organization, personnel, and finances of public schools are regulated as follows:
a) Preschool, general education institutions implement democratic regulations in schools; are accountable to society, learners, and management agencies; ensure the participation of learners, families, and society in school management. The management in public preschool and general education institutions is implemented according to regulations of the Government of Vietnam;
b) Vocational education institutions and higher education institutions implement autonomy and accountability as stipulated in the Law on Vocational Education, the Law on Higher Education, and other relevant legal regulations.
3. Private schools and semi-public schools are autonomous and responsible for planning and developing schools, organizing educational activities, building and developing the teaching staff, mobilizing, utilizing, and managing resources to achieve educational goals.
Thus, according to regulations, the announcement of education quality accreditation results is one of the duties and powers of the school.
What are the contents of state management of education quality accreditation in Vietnam?
Based on Article 111 of the Law on Education 2019, the contents of state management of education quality accreditation in Vietnam are stipulated as follows:
- Promulgate regulations on standards for evaluating education quality; procedures and cycles for education quality accreditation at each educational level and training degree; principles of operation, conditions, and standards for organizations and individuals conducting education quality accreditation; licensing for education quality accreditation activities; issuance and revocation of education quality accreditation certificates.
- Manage the accreditation of training programs and educational institutions.
- Guide organizations, individuals, and educational institutions in implementing the evaluation and accreditation of education quality.
- Inspect and evaluate the implementation of regulations on education quality accreditation.
What organizations are involved in education quality accreditation?
Based on Article 112 of the Law on Education 2019, the organizations involved in education quality accreditation are stipulated as follows:
- education quality accreditation organizations include:
+ education quality accreditation organizations established by the State;
+ education quality accreditation organizations established by domestic or foreign organizations and individuals;
+ Foreign education quality accreditation organizations.
- The organization and implementation of education quality accreditation are regulated as follows:
+ the Government of Vietnam stipulates the conditions and procedures for establishing, permitting operation, suspending, dissolving education quality accreditation organizations; stipulates the conditions and procedures for foreign education quality accreditation organizations to be recognized to operate in Vietnam;
+ The Minister of Education and Training decides to establish or permit the establishment, permit operation, suspend operation, dissolve education quality accreditation organizations and stipulate the responsibilities and powers of education quality accreditation organizations for preschool, general education, and continuing education; decides on recognizing and revoking the recognition of foreign education quality accreditation organizations operating in Vietnam; stipulates the supervision and evaluation of education quality accreditation organizations;
+ education quality accreditation for vocational education and higher education is conducted according to the provisions of the Law on Vocational Education and the Law on Higher Education.
