In this Circular, the terms below are defined as follows:

3. Educational resource used in preschools is physical means that store, carry, or reflect preschool education content aimed at serving the care, nurturing, and education of preschool children in preschools (hereinafter referred to as educational resource).
4. Educational resource in the form of publication is materials published through a publisher or an agency, organization licensed to publish, including: printed materials, braille materials, pictures, photographs, card format images, and electronic educational resource (which are digitized materials with a specific format structure and scenario, stored on electronic devices).
Thus, according to the above regulations, educational resource used in preschools in the form of publication is understood to be physical means that store, carry, or reflect preschool education content.
The purpose of these educational resource is to serve the care, nurturing, and education of preschool children in preschools, and they are published through a publisher or an agency, organization licensed to publish. These include:
- Printed materials, braille materials, pictures, photographs, card format images;
- Electronic educational resource (digitized materials with a specific format structure and scenario, stored on electronic devices).

How must self-made educational resource in preschools in Vietnam ensure safety?
The safety of educational resource is regulated in Article 7 of Circular 47/2020/TT-BGDDT as follows:
Safety of educational resource
1. Educational resource in the form of publication used in preschools must have labels, clearly stating the information on the publication as per the Publishing Law; not violating the provisions of the law.
2. Educational resource in the form of translated publication published abroad must have a certification of appraisal as per the Publishing Law.
3. For electronic educational resource: there must be time management solutions for children under 6 years old.
4. For self-made educational resource: they must ensure hygiene, safety, non-toxicity; be environmentally friendly; limit the use of recycled plastic materials and single-use plastic products.

What is the responsibility of principals in managing educational resource used in preschools in Vietnam?
Pursuant to Clause 3, Article 14 of Circular 47/2020/TT-BGDDT as follows:
In selecting educational resource used in preschools, the preschool principal must be accountable to the educational management agency, parents/caregivers about the decision to choose the educational resource used in the school;
Additionally, report to the higher management agency on the decision to choose educational resource, the annual procurement plan, equipment educational resource, and the situation of exploitation and use of educational resource in the preschool;
Periodically, the preschool principal is responsible for organizing the review and inspection of the quality of the educational resource being used; take remedial actions and replace if necessary;
Inform the management staff, teachers in the preschool, parents/caregivers about the list and quantity of educational resource. Provide advice to parents/caregivers on selecting and purchasing educational resource if there is a specific need.
What principles should be noted when selecting educational resource, toys in preschools in Vietnam?
Pursuant to Article 3 of Circular 47/2020/TT-BGDDT, the principles to note when selecting educational resource used in preschools are as follows:
Principle 1. Toys listed in the teaching equipment catalog issued by the Ministry of Education and Training shall be implemented according to current regulations.
Principle 2. Toys not listed in the teaching equipment catalog issued by the Ministry of Education and Training and educational resource are selected according to the following principles:
- Toys and educational resource must meet the requirements stipulated in Sections 1 and 2, Chapter 2 of Circular 47/2020/TT-BGDDT;
- Selecting toys and educational resource based on actual needs for implementing the preschool education program; developing the preschool education program; executing the annual academic year task plan; implementing annual thematic plans;
- Selecting toys and educational resource based on actual conditions: in terms of material (location, spacing); in terms of resources (capability to exploit, use, and apply toys by the management staff and teachers).
