What councils are there in a public primary school?
As stipulated in Article 9 of the Regulation on Primary Schools issued together with Circular 28/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam, the organizational structure of a primary school is as follows:

The organizational structure of a primary school includes: the school council; the principal and vice-principal; the commendation and reward council; the disciplinary council; the advisory council; the Communist Party organization of Vietnam; the Trade Union organization; the Youth Union of Ho Chi Minh Communist Youth Union; the Ho Chi Minh Young Pioneer Organization; professional groups; the office group; and student classes.
Thus, a public primary school will have the following councils: the school council, the commendation and reward council; the disciplinary council; and the advisory council.

According to point e, clause 1, Article 10 of the Regulation on Primary Schools issued together with Circular 28/2020/TT-BGDDT, the regulation is as follows:

e) Procedures for establishing the school council of a public primary school
Based on the regulations regarding the composition of the school council in section b, clause 1, Article 10 of this Circular, the principal compiles a list of personnel recommended by the collective of teachers and the school's organizations, submits it to the chairperson of the district-level People's Committee for a decision to establish the school council. The chairperson of the school council is a member of the school and is elected by the members of the council; the vice-chairperson and the council secretary are appointed by the chairperson. The term of the school council is 5 years; in the case of personnel changes, the principal prepares a document requesting the competent authority to issue a decision to supplement and perfect the school council.

Develop the school's development strategy and plan; formulate and implement the teaching and educational plans; report and evaluate the results of implementation before the school council and the competent authorities.
Establish professional groups, office groups, and the commendation and reward council; the disciplinary council, and the advisory council within the school; appoint group leaders and deputy leaders; designate teachers as the Head of the Ho Chi Minh Young Pioneer Organization.
Perform the tasks of managing faculty, teachers, and staff according to the laws and the guidance of the education management agencies; develop plans for professional development for teachers and staff; encourage and create conditions for teachers and staff to participate in educational innovation activities; evaluate and classify faculty and staff according to the regulations of the Ministry of Education and Training; participate in the process of recruiting, transferring, and arranging teachers; organize the steps for introducing personnel proposals to the competent authority for appointing the vice-principal.

Therefore, the authority to establish the school council of a public primary school lies with the chairperson of the district-level People's Committee.
For the commendation and reward council, the disciplinary council, and the advisory council within the school, the principal of the primary school has the authority to establish these councils.
Regulations on naming a primary school?
According to Article 5 of the Regulation on Primary Schools issued together with Circular 28/2020/TT-BGDDT, the regulation is as follows:
School name and school nameplate
1. The school name includes: primary school and the unique name of the school. The school name is stated in the decision to establish the school, on the school's seal, nameplate, and transaction documents.
2. The school nameplate:
a) Top left corner:
- First line: District-level People's Committee and name of the district-level unit;
- Second line: Department of education and training.
b) In the center: the school's name according to the regulation in clause 1 of this Article. For branch schools, the branch name is written below the school's name.
c) The bottom line: address, website (if any), email, and phone number of the school.
3. The name and nameplate of specialized schools with their own organizational and operational regulations shall comply with the regulations on the organization and operation of that type of specialized school.
