Who is subject to the Retraining Program according to the professional title standards for lower secondary school teachers in Vietnam?

Under Section 1 of the ReRetraining Program according to the professional title standards of lower secondary school teachers promulgated under Decision 2002/QD-BGDDT in 2023, the requirements for retraining persons are as follows:

RETRAINED PERSONS

1. Public employees teaching secondary education programs, including: teachers, principals, vice principals, directors, vice directors (hereinafter collectively referred to as lower secondary school teachers) in lower secondary schools, multi-level schools with a lower secondary school level, continuing education centers, vocational retraining - continuing education centers, public special schools (hereinafter collectively referred to as lower secondary schools) who do not yet have a retraining certificate according to the professional title standards as specified.

2. Individuals who wish to participate in retraining and have retraining certificates according to the professional title standards of lower secondary school teachers.

Thus, according to the regulations, public employees teaching secondary education programs will be subject to the Retraining Program according to the professional title standards of lower secondary school teachers,  including:

(1) Teachers,

(2) Principals, vice principals,

(3) Directors, vice directors,

(4) Individuals who wish to participate in retraining and have retraining certificates according to the professional title standards of lower secondary school teachers.

Collectively referred to as lower secondary school teachers in lower secondary schools, multi-level schools with a lower secondary school level, continuing education centers, vocational retraining - continuing education centers, public special schools (hereinafter collectively referred to as lower secondary schools) who do not yet have a retraining certificate according to the professional title standards as specified.

What are the objectives of the Retraining Program according to the professional title standards of lower secondary school teachers in Vietnam?

Under Section 2 of the Retraining Program according to the professional title standards of lower secondary school teachers promulgated under Decision 2002/QD-BGDDT in 2023, the objectives of the retraining program are as follows:

* General Objective

Equip learners with professional, occupational knowledge and skills, methodologies, and foster a positive attitude towards their professional activities to meet the professional title standards of lower secondary school teachers.

* Specific Objectives

Upon completing the retraining course, learners should be able to:

- Accurately and fully understand the policies, guidelines, and laws of the Communist Party, the State, and the regulations and requirements of the education sector and localities regarding secondary education and be able to implement the assigned tasks.

- Analyze the basic contents of state management in general education;

- Analyze updated trends in global general education development, and perspectives on secondary education reform in the current context.

- Identify the role, position, responsibility, and importance of professional development in meeting the demand for enhancing education quality. Be proactive in professional development in response to the requirement for reforming the general education curriculum at the secondary level.

- Perform tasks pertinent to the professional title of secondary school teachers according to the regulations of the Ministry of Education and retraining.

Thus, the Retraining Program according to the professional title standards of lower secondary school teachers must achieve specific objectives from general to particular as specified.

What are the thematics in the Retraining Program according to the professional title standards for lower secondary school teachers in Vietnam?

According to Section 3 of the Retraining Program according to the professional title standards of lower secondary school teachers promulgated under Decision 2002/QD-BGDDT in 2023, the thematics in the Retraining Program according to the professional title standards for lower secondary school teachers will include:

- Part 1: General Knowledge: comprises 3 Topics.

+ Topic 1: State management of general education

+ Topic 2: Global trends in general education development, Vietnam's general education development strategy.

+ Topic 3: Legal regulations on policies for developing the general education workforce.

- Part 2: Professional Knowledge: Knowledge of professional activities: comprises 5 Topics.

+ Topic 4: Professional capacity development of secondary school teachers.

+ Topic 5: Capacity to support colleagues in developing secondary education expertise.

+ Topic 6: Capacity for self-study and scientific research, application of scientific research results in secondary student education.

+ Topic 7: Digital transformation in teaching and educating secondary school students.

+ Topic 8: Capacity to adapt to changes in the professional activities of secondary school teachers.

- Part 3: Result Evaluation.

What are the requirements after completing the Retraining Program according to the professional title standards for lower secondary school teachers in Vietnam?

The assessment of learners' results after completing the Retraining Program according to the professional title standards of lower secondary school teachers is conducted in accordance with the guidance in Section 4 of the Retraining Program according to the professional title standards of lower secondary school teachers promulgated under Decision 2002/QD-BGDDT in 2023 as follows:

- Regarding the timing of the assessment: Organized at the end of the course.

- Regarding the assessment form: The retraining institution organizes the assessment of retraining results through one of the following forms:

+ Test (essay or essay combined with objective multiple-choice);

+ Writing a summary report;

+ Writing a thesis as defined by the retraining institution.

- Regarding the content of the assessment: Ensure that the assessment objectives mentioned in Section 1 of this part are met and are graded on a 10-point scale.
