What are the standards of a library of a multi-level secondary school in Vietnam?

Under Clause 11, Article 2 of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT, library activities mean activities organized or coordinated by the library to serve the needs of library users.

Additionally, Article 23 of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT stipulates the standards for library activities as follows:

Standards on library activities

1. Standards on library activities level 1

Apply according to the library operation standards Level 1 of the highest level of education in this document.

2. Standards on library activities level 2

The multi-level school library that meets the Level 2 library operation standards shall apply the library operation standards Level 2 on each level of education in this document.

Referring to Clause 1, Article 18 of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT, the library of a multi-level secondary school must comply with the library operation standards Level 1 of the highest level of education in this document, which is secondary education:

* Standards on library activities level 1

- Browse and borrow and return information resources

+ The information resource browsing system is placed at the library, ensuring easy and convenient search and retrieving relevant data;

+ The library circulation system is done in the form of call slips or other forms suitable to the library's operation;

- Details about library activities

+ Activities to introduce and guide the implementation of the rules and the use of the library, including: Instruct library users to comply with the rules, understand the signs and instructions; how to search, browse the catalog, select information resources, access data (for libraries with digital information resources) suitable to the level, reading needs, age and psychology of the students and the teacher's requests for teaching and study;

+ Activities to encourage reading, form and develop reading habits, including: Reading at the library, open space and checking out books to take home; organize reading lessons at the library in different forms, flexibly arrange them in the timetable or integrate them in other educational activities; organize lessons at the library according to each subject, educational activity or interdisciplinary; organize reading days, reading weeks, reading by topics, book-telling contest, writing about books; organize annual Vietnamese Book and Reading Culture Day activities;

+ Activities to support learning and connection, including: Look up by subject; write, draw, self-make books, make books with authors, artists, guests in the field of teenager’s books; team work; interactions between grades; start clubs and groups to share books and documents on local traditions, culture and history;

+ Interactive activities and professional development for teachers, including: Introduce a list of appropriate materials by subject or topic; advise teachers in the use of information resources to design lessons;

- Library interoperability: The secondary school library shall join the library interoperability according to Article 4  of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT.

*The library of a multi-level secondary school that meets the Level 2 library operation standards shall apply the library operation standards Level 2 on each level of education in this document, which is secondary education under Clause 2, Article 18 of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT.

What are the standards for library management Level 1 in a multi-level secondary school in Vietnam?

Under Article 24 of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT, the standards for library management are as follows:

Standards on library management

1. Standards on library management Level 1

Applied according to the library management standards Level 1 of the highest level of education in this document.

2. Standards on library management Level 2

The multi-level school library that meets the Level 2 library management standards shall apply the library management standards Level 2 on each level of education in this document.

Thus, the library management Level 1 in a multi-level secondary school shall follow the library management standards Level 1 of the highest level of education in this document, which is secondary education according to Clause 1, Article 19 of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT.

What are the regulations on evaluation of libraries of multi-level secondary schools in Vietnam?

Under Article 25 of the Regulations on Standards for Libraries in Preschool and General Education Institutions issued together with Circular 16/2022/TT-BGDDT, the evaluation of a library in a multi-level secondary school is carried out as follows:

- Library evaluation principles

+ Ensure objectivity, accuracy, truthfulness, publicity, transparency and equality in evaluating libraries of preschools, primary schools, secondary schools and multi-level schools through statistics; calculation and collection of data at libraries;

+ Periodic assessment at the end of the school year.

- Library evaluation levels

+ Libraries meeting standards Level 1

All standards: Information resources, facilities, specialized equipment, library operations, library management must meet Level 1 standards in this document;

+ Libraries meeting standards Level 2

All standards: Information resources, facilities, specialized equipment, library operations, library management must meet Level 2 standards in this document;

- Library’s self-assessment

+ Report on self-assessment of library activities of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) shall be made by librarians, checked and approved by the principal and sent to the Department of Education and Training the application for appraisal and recognition;

+ Report on self-assessment of library activities of upper secondary schools and multi-level schools (the highest level is upper secondary school) shall be made by librarians, checked and approved by the principal and sent to the Department of Education and Training the application for appraisal and recognition;

+ The library self-assesses its activities annually at the end of the school year according to this document and sends a report on the results of self-assessment to the education authority within 60 days after the end of the school year.

- Library evaluation and recognition

+ The education authority shall evaluate and recognize the library meeting the standard level by one or the following methods:

++ Approve the report on the results of self-assessment of the library's activities;

++ Directly evaluate activities at the library;

++ Online through data processing software system;

+ Evaluation and recognition of libraries of preschools, primary schools, lower secondary schools and multi-level schools (the highest level is lower secondary school) shall be conducted by the Department of Education and Training;

+ Evaluation and recognition of libraries of upper secondary schools and multi-level schools (the highest level is upper secondary school) shall be conducted by the Department of Education and Training;

+ The library evaluation and recognition cycle is 5 years.

- Library evaluation results are used for educational quality assessment and national standard recognition of preschools, primary schools, and secondary schools, multi-level schools and other activities as prescribed by law.
