According to Article 11 of the Regulation issued together with Circular 06/2024/TT-BGDDT, the standards for individuals involved in organizing the National Scientific and Engineering Research Competition for lower and upper secondary school students are as follows:
- Members of the Steering Committee, the Dossier Appraisal Council, the Judges, and the Organizing Committee of the Competition are those who participate in the organization of the Competition.
- Individuals involved in organizing the Competition must meet the following standards:
+ Have good moral character and a high sense of responsibility;
+ Possess appropriate professional competence and experience that meets the requirements of the Competition's tasks;
+ Have no spouse, child, sibling, nephew/niece, or sibling-in-law participating in the Competition in the year of organization;
+ Not be the mentor or currently teaching the Competitionant;
+ Not under any disciplinary consideration or criminal prosecution.

According to Article 7 of the Regulation issued together with Circular 06/2024/TT-BGDDT, the Minister of Education and Training establishes the Steering Committee of the Competition, consisting of:
- The Head of the Committee is a Leader of the Ministry of Education and Training;
- Deputy Heads are Leaders of the Secondary Education Department, Leaders of the Quality Management Department, Leaders of the Continuing Education Department, and Leaders of the unit hosting the Competition;
- Members are leaders and experts from units within the Ministry of Education and Training.

Which is the standing unit of the Steering Committee for the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam?
According to Article 8 of the Regulation issued together with Circular 06/2024/TT-BGDDT, the Secondary Education Department is the standing unit of the Steering Committee of the Competition. The tasks of the standing unit of the Steering Committee include:
- Preside over advising on issuing annual guidelines for organizing the Competition by the Ministry of Education and Training; the Competition’s organizational plan; Decisions establishing the Steering Committee; the Dossier Appraisal Council; the Judges;
- Receive, compile, and manage the competition dossiers;
- Coordinate with the host unit to prepare locations, facilities, equipment, and conditions for organizing the Competition;
- Safeguard competition dossiers and submit for storage as prescribed.
Who does the Dossier Appraisal Council for the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam include?
According to Article 9 of the Regulation issued together with Circular 06/2024/TT-BGDDT, the Dossier Appraisal Council for the Competition is established by a decision of the Head of the Steering Committee, consisting of:
- The Chairman is a Leader of the Secondary Education Department;
- Vice-Chairmen are Leaders of departments and bureaus within the Ministry of Education and Training;
- Secretaries are experts from units within the Ministry of Education and Training;
- Members are scientists, experts, lecturers, and teachers.
What are the duties and powers of the Judges for the National Scientific and Engineering Research Competition for lower and upper secondary school students in Vietnam?
Under Article 10 of the Regulation issued together with Circular 06/2024/TT-BGDDT the following regulations apply:
Judges
1. The Judges of the Competition is established by a decision of the Head of the Steering Committee and consists of:
a) The Head of the Judges is a reputable scientist with an academic title of associate professor or higher;
b) Jurors are scientists, experts, lecturers, teachers with expertise relevant to the Competition's field. Each field or group of fields has 01 (one) subgroup of jurors; each subgroup has 01 (one) Head who is also a juror of that subgroup;
c) Secretaries are experts from the Secondary Education Department, the Continuing Education Department, the Quality Management Department, lecturers, and teachers.
2. Duties and powers of the Judges
a) Study and implement the scoring process and criteria according to the scoring guidelines approved by the Head of the Steering Committee of the Competition;
b) Organize the scoring; propose the awarding rankings of the Competition;
c) Be responsible for the accuracy, fairness, and objectivity in evaluating the competition projects;
d) Propose solutions for issues arising during the scoring process for the Head of the Steering Committee of the Competition to decide.
The Judges for the National Scientific and Engineering Research Competition for lower and upper secondary school students has 4 duties as follows:
(1) Study and implement the scoring process and criteria according to the scoring guidelines approved by the Head of the Steering Committee of the Competition;
(2) Organize the scoring; propose the awarding rankings of the Competition;
(3) Be responsible for the accuracy, fairness, and objectivity in evaluating the competition projects;
(4) Propose solutions for issues arising during the scoring process for the Head of the Steering Committee of the Competition to decide.
