The Council for Emulation and Commendation assists the principal in organizing emulation movements; guiding the organization of emulation initiatives and supervising their implementation; advising on preliminary reviews, and summaries, and recommending commendations for school officers, teachers, staff, and students; making proposals regarding emulation and commendation work.

The Council for Emulation and Commendation is established by the principal at the beginning of each school year, including a chairperson, vice-chairperson, secretary, and members. The principal acts as the chairperson of the council.

Members of the council include vice-principals, representatives of the Communist Party of Vietnam at all levels, the president of the Trade Union, the secretary of the Ho Chi Minh Communist Youth Union, the leader of the Ho Chi Minh Young Pioneer Organization, the head of professional teams, head of the office staff team, and teacher representatives.

- The Ho Chi Minh Young Pioneer Organization operates according to the Charter of the Ho Chi Minh Young Pioneer Organization and legal regulations.
