Under the regulations in Article 5 of Circular 21/2023/TT-BGDDT, the following cases are appointed to the professional title of public employee assisting in the education of persons with disabilities with code V.07.06.16:
- Public employees currently working in assisting in the education of persons with disabilities but not yet appointed according to the provisions of Joint Circular 19/2016/TTLT-BGDDT-BNV (Note: Joint Circular 19/2016/TTLT-BGDDT-BNV is now expired) when meeting the following qualification standards:
+ Possessing a college degree or higher in the field of assisting in the education of persons with disabilities or a college degree or higher in one of the training majors: pedagogical training, psychology, social work, Health (according to the regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs);
+ Completing the retraining program according to the standards of the professional title of public employee assisting in the education of persons with disabilities as stipulated.
- Those recruited into the position of public employee assisting in the education of persons with disabilities after this Circular takes effect and meeting the requirements for probation as stipulated.

What are the regulations on the salary paid to public employees assisting in the education of persons with disabilities in Vietnam?
Under the regulations in Clause 1 Article 6 of Circular 21/2023/TT-BGDDT, the salary paid to public employees assisting in the education of persons with disabilities in Vietnam applies the salary coefficient of public employees category A0, from the salary coefficient of 2.10 to the salary coefficient of 4.89.
Note: The current statutory pay rate is 2,340,000 VND/month (based on Article 3 Decree 73/2024/ND-CP)
The salary paid to public employees assisting in the education of persons with disabilities in Vietnam is calculated as follows:
Salary = Statutory pay rate x Salary coefficient

What are the duties of public employees assisting in the education of persons with disabilities in Vietnam?
Under the regulations in Clause 1 Article 3 of Circular 21/2023/TT-BGDDT, the duties of public employees assisting in the education of persons with disabilities include:
- Participating in developing educational plans for persons with disabilities;
- Implementing programs and plans to support the education of persons with disabilities according to the requirements and regulations of the unit;
- Supporting persons with disabilities in learning and practicing specific skills, life skills suitable to their abilities and needs;
- Assisting teachers in activities of caring for and educating persons with disabilities;
- Coordinating with teaching and homeroom teachers in assessing persons with disabilities;
- Participating in mobilizing persons with disabilities to attend school;
- Supporting and advising families of persons with disabilities and communities on knowledge and skills for caring for and educating persons with disabilities;
- Completing training programs; self-study, self-improvement, enhancing professional competence according to job position requirements;
- Performing other tasks assigned by the principal.
What are the standards for the professional title of public employee assisting in the education of persons with disabilities in Vitenam?
Under Clauses 2, 3, and 4 of Article 3 of Circular 21/2023/TT-BGDDT, the standards for the professional title of public employee assisting in the education of persons with disabilities include:
(1) Professional ethics standards:
- Complying with the guidelines and policies of the Communist Party, laws of the State, and regulations of the industry;
- Having a sense of responsibility, dedication to work; loving, respecting, and treating fairly with persons with disabilities; supporting and protecting the legal rights and interests of persons with disabilities;
- Cooperating responsibly with colleagues, families of persons with disabilities, and other organizations and individuals in assisting in the education of persons with disabilities;
- Practicing a healthy and civilized lifestyle, suitable for the educational environment.
(2) Standards of training and retraining qualifications:
- Possessing a college degree or higher in the field of assisting in the education of persons with disabilities or a college degree or higher in one of the training majors: pedagogical training, Psychology, Social work, Health (according to the regulations of the Ministry of Education and Training and the Ministry of Labor, Invalids, and Social Affairs);
- Completing the training program according to the standards of the professional title of public employee assisting in the education of persons with disabilities as stipulated.
(3) Standards of professional competence:
- Understanding and applying the guidelines and policies of the Communist Party, laws of the State, regulations, and requirements of the industry and locality related to the education of persons with disabilities;
- Having knowledge of the characteristics and needs of persons with disabilities; assisting in the education of persons with disabilities;
- Applying basic professional knowledge and skills to the work of assisting in the education of persons with disabilities;
- Being capable of implementing or coordinating the implementation of the content of the educational support program for persons with disabilities according to educational Steps;
- Having the skills to support, advise, participate, and cooperate with teachers, families, and communities in the education of persons with disabilities.
