What are the categorization and ranking of training majors and programs in higher education in Vietnam?
According to Article 5 Circular 08/2022/TT-BGDDT, the categorization and ranking of training majors and programs in higher education in Vietnam is specified as follows:
- The categorization and ranking of training majors and programs according to the List must be based on identifying the origin of development, benchmarking the volume and content of knowledge and specialized skills, based on:
+ Regulations in the training program standards of the major or group of majors at the corresponding level (if available);
+ Common characteristics of the training programs currently being implemented at other training institutions (if the training program standards for the corresponding major or group of majors are not available).
- Categorizing and arranging training programs into majors:
+ A training program is categorized and arranged into a major in the List when it contains core knowledge and specialized skills of that major;
+ In special cases, an interdisciplinary training program can be categorized and arranged simultaneously into several majors in the List when it contains a significant amount of knowledge and specialized skills from each of those majors.
- Categorizing and arranging majors into fields and groups of majors:
+ A major is categorized and arranged into a specific field in the List (not the “Other” field) when it shares the origin with the majors in that field and has common knowledge and specialized skills with the majors in the larger field compared to majors in other fields.
+ A major is categorized and arranged into a specific group of majors in the List (not the “Other” group) when it shares the origin with the majors in that group and has common knowledge and specialized skills with the majors in the larger group compared to majors in other groups.
+ In special cases, an interdisciplinary major can be arranged simultaneously into multiple groups of majors when it originates from the hybridization of multiple majors from those groups and has common knowledge and specialized skills with those majors equally.
+ Majors that do not meet the requirements in point a of this clause are placed in the “Other” field in the List; majors that do not meet the requirements in points b and C of this clause are placed in the “Other” group of the appropriate field.
What are the conditions for adding new majors to the List of training majors in higher education in Vietnam?
According to Article 6 Circular 09/2022/TT-BGDDT on adding new majors to the List of training majors in higher education in Vietnam:
- A new major is considered for addition to a specific group of majors in the official List when it meets the following conditions:
+ There is a scientific and practical basis for the formation of the new training major (based on separation from an existing major or hybridization of multiple majors according to the requirements of scientific, technological, and practical professional development);
+ There is a minimum difference of 30% in specialized knowledge and skills compared to existing majors in the proposed group of majors in the List;
+ There are reliable data analyses and forecasts regarding the demand for human resources not met by current training majors; for majors with graduates, there must be reliable analyses and assessments of their capacity to meet human resource demands unmet by other training majors;
+ It has been taught at multiple reputable international training institutions or listed in at least two common international classifications of training programs and majors (except for some majors unique to Vietnam or related to security and defense);
+ It has been developed, organized for training, assessed, and recognized to meet quality accreditation standards at least two domestic training institutions, and these institutions together propose the addition to the List;
+ For majors in the fields of teacher training, arts, sports, law, health, security, defense, there must be consensus from the relevant state management agency overseeing the corresponding field.
- A new major is considered for addition to the List of pilot majors when it meets the conditions specified in points a, b, c, d, e Clause 1 Article 6 Circular 08/2022/TT-BGDDT.
- A new major, when meeting the conditions specified in Clause 1 Article 6 Circular 08/2022/TT-BGDDT, will be considered for an official major code and moved out of the List of pilot majors.
A new major added to the List must clearly state the effective date of application.
