Under Clause 1, Article 12 of the Regulations on standards, procedures for compiling and revising textbooks, standards for organizations and individuals compiling textbooks; organization and operation of the National Textbook Assessment Council issued with Circular 33/2017/TT-BGDDT (referred to as the Regulations issued with Circular 33/2017/TT-BGDDT), the National Textbook Assessment Council has the following duties:
- Assessing the textbooks of a subject or educational activity for classes within an educational level according to the specific provisions of Articles 4, 5, 6, 7, and 8 of the Regulations issued with Circular 33/2017/TT-BGDDT;
- Proposing to the Minister of Education and Training for approval and permission to use the textbooks.
In addition, the Council and its members are responsible for the content and quality of the assessments.

What are the working principles of the National Textbook Assessment Council in Vietnam?
Under Article 15 of the Regulations issued with Circular 33/2017/TT-BGDDT, the working principles of the Council include:
- The Council works based on principles of concentration, democracy, objectivity, and honesty.
- A Council meeting is deemed valid when at least 2/3 (two-thirds) of the total members of the Council participate, including the Chairperson, Vice Chairperson, and Secretary; absent members must send their comments and assessments of the textbook draft in written form, sealed in an envelope, to the assessment organization unit before the meeting.
A representative of the assessment organization unit must be present at the Council's meetings.
- The content of each Council meeting must be recorded in minutes signed by the attending Council members and the representative of the assessment organization unit.
- During the assessment process, the Council can propose to the assessment organization unit to seek specialized opinions from relevant agencies, organizations, or individuals if needed.

The responsibilities and powers of the Chairperson, Vice Chairperson, Secretary, and members of the National Textbook Assessment Council are specified in Article 14 of the Regulations issued with Circular 33/2017/TT-BGDDT as follows:
* Responsibilities and powers of the Chairperson of the Council
- Take responsibility for the Minister of Education and Training for the activities of the Council;
- Take responsibility for coordinating work with the assessment organization unit according to Clause 1, Article 19 of the Regulations issued with Circular 33/2017/TT-BGDDT;
- Develop and implement the working plan of the Council according to the specified progress; assign tasks to the Council members;
- Conduct Council meetings; preside over the approval of minutes after each Council meeting;
- Report and cooperate with the assessment organization unit to handle any unusual situations arising during the assessment process;
- Propose the addition or replacement of Council members if necessary;
- Delegate specific tasks to the Vice Chairperson of the Council. The content of the delegation must be in writing and kept in the Council's working records;
- Perform other responsibilities and powers as specified in Clause 4, Article 14 of the Regulations issued with Circular 33/2017/TT-BGDDT.
* Responsibilities and powers of the Vice Chairperson of the Council
- Take responsibility for tasks assigned or delegated by the Chairperson of the Council;
- Assist the Chairperson of the Council in preparing the content, working program, and organizing Council meetings;
- Perform other responsibilities and powers as specified in Clause 4, Article 14 of the Regulations issued with Circular 33/2017/TT-BGDDT.
* Responsibilities and powers of the Council Secretary
- Assist the Chairperson and Vice Chairperson of the Council in preparing working materials for Council meetings;
- Prepare minutes, compile reports of opinions, and recommendations during Council meetings; responsible for the accuracy and completeness of the meeting minutes;
- After the Council issues its report conclusion, compile and transfer all relevant records to the assessment organization unit;
- Perform the responsibilities and powers of a Council member as specified in Clause 4, Article 14 of the Regulations issued with Circular 33/2017/TT-BGDDT.
* Responsibilities and powers of Council members:
- Perform the textbook assessment duties as specified in Article 16 of the Regulations issued with Circular 33/2017/TT-BGDDT and other tasks assigned by the Chairperson of the Council;
- Attend all Council meetings; if unable to attend, must submit a written leave request to the Chairperson of the Council;
- Be rersonally responsible for the comments and assessments during the textbook assessment process;
- Be entitled to request all relevant documents for the assessment; reserve personal opinions; send personal opinions in writing to the assessment organization unit.
