What are the conditions for graduation assessment and awarding of bachelor’s degrees to students in Vietnam?
According to Clause 1, Article 14 of the Regulations on Undergraduate Education issued together with Circular 08/2021/TT-BGDDT, the conditions for graduation assessment and recognition are as follows:
Graduation recognition and degree awarding
1. Conditions for graduation assessment and recognition:
a) The student has accumulated sufficient units of study and credits and completed other compulsory contents required by the training program and achieved the expected learning outcomes of the training program;
b) The student has average GPA or higher for the whole course;
c) At the time of graduation assessment, the student is not facing a criminal prosecution or suspended from study.

Thus, students are eligible for graduation assessment and recognition when they meet the following conditions:
- The student has accumulated sufficient units of study and credits and completed other compulsory contents required by the training program and achieved the expected learning outcomes of the training program;
- The student has average GPA or higher for the whole course;
- At the time of graduation consideration, the student is not facing a criminal prosecution or suspended from study.

Can universities in Vietnam design their academic degrees?
According to Clause 3, Article 38 of the Law on Higher Education 2012 amended by Clause 23, Article 1 of the Law on Amendments to Law on Higher Education 2018, the regulations on academic degrees are as follows:
Academic degrees
1. Academic degrees in the national education system include bachelor’s degrees, master’s degree, doctoral degrees and equivalent degrees.
2. A person who completes a training program, qualifies its output standards and fulfills the student’s obligations shall be awarded a corresponding degree by the principal of the higher education institution.
3. The higher education institution shall design, print and give degrees to its students; manage the degrees in accordance with law; publish the specimens of its degrees and information about award of its degrees on its website.
4. The Minister of Education and Training may propose or on his/her own initiative negotiate and sign international treaties in degree recognition with other nations, international organizations and entities within his/her scope of competence.
5. The Minister of Education and Training shall specify the primary contents on the degrees and appendices thereof; rules for printing blank degrees; management, issuance, withdrawal and destruction of degrees; responsibility and authority of Vietnamese higher education institutions to issue academic degrees during educational cooperation with foreign higher education institutions; responsibility of foreign-invested higher education institutions for issuance of academic degrees in Vietnam; conditions and procedures for recognition of academic degrees issued by foreign higher education institutions.
6. The Government shall promulgate regulations on the system of academic degrees and degrees in special fields of study.
Thus, universities are permitted to design academic degree templates in accordance with the law. Universities must publicly announce the academic degree templates on their website.
What are the main contents specified in a bachelor’s degree in Vietnam?
According to Article 2 of Circular 27/2019/TT-BGDDT, the contents of the main content specified in a bachelor’s degree in Vietnam are:
- Title:
SOCIALIST REPUBLIC OF VIETNAM
Independence – Freedom – Happiness
- Name of the degree depending on education level (bachelor’s degree, master’s degree, doctor’s degree, degree of equivalent education level).
- Training major.
- Name of the higher education institution that issues the degree.
- Last name, middle name, and first name of the person to whom the degree is issued.
- Date of birth of the person to whom the degree is issued.
- Graduation grade (if any).
- Location and time of issuing the degree.
- Academic title, signature, last name, middle name, and first name of the person entitled to issue the degree and append seal as per the law;
- Degree number and entry number in degree log.
What are the basic contents of appendices on a bachelor’s degree in Vietnam?
According to Article 3 of Circular 27/2019/TT-BGDDT, the basic contents of degree appendices are:
- Information on the person to whom the degree is issued: last name, middle name, first name, and date of birth.
- Information on the degree: name of higher education institution that issues the degree, training discipline, date of enrolment, training language, training duration, training level according to the Vietnamese Qualifications Framework, and training mode.
- Information on training contents and results (if any): name of course or subject, number of credit of each course or subject, grade of the course or subject, total accumulated credits, average score, title and result of theses and dissertations, GPA. If credits are accumulated from different higher education institutions, specify name of subject, credits thereof, and name of higher education institutions.
- Information connected to the degree: code of student, learner, researcher; degree number.
