Pursuant to Article 7 Circular 03/2021/TT-BGDDT (amended by Clause 8, Article 3 Circular 08/2023/TT-BGDDT) regarding the appointment of professional titles of lower secondary school teachers:
Cases of appointment to professional titles of lower secondary school teachers
1. Public employees who have been appointed to the professional titles of lower secondary school teachers as prescribed in Joint Circular No. 22/2015/TTLT-BGDĐT-BNV are now appointed to professional titles of lower secondary school teachers specified in this Circular as follows:
a/ Appointment to the professional title of Grade III lower secondary school teacher (code V.07.04.32) for Grade III lower secondary school teachers (code V.07.04.12) meeting the requirements of training qualifications of Grade III lower secondary school teacher (code V.07.04.32);
b) Appointment to the professional title of Grade II lower secondary school teacher (code V.07.04.31) for Grade II lower secondary school teachers (code V.07.04.11) who have the total period of holding the professional title of Grade III lower secondary school teacher (code V.07.04.12) and Grade II lower secondary school teacher (code V.07.04.11) or equivalent for 09 (nine) years or more (excluding the probationary period);
c) Appointment to the professional title of Grade I lower secondary school teacher(code V.07.04.30) for Grade I lower secondary school teachers (code V.07.04.10).
Thus, according to the regulations, teachers holding the old professional title of Grade II lower secondary school teacher (code V.07.04.11) will be appointed to the new professional title of Grade II lower secondary school teacher (code V.07.04.31) if they meet the professional title standards of Grade III lower secondary school teacher (code V.07.04.12) and Grade II lower secondary school teacher (code V.07.04.11)
Besides, to be appointed to the new professional title of Grade II lower secondary school teacher (code V.07.04.31), teachers must meet the professional title standards of Grade II lower secondary school teacher and pass the exam for rank promotion from Grade III to Grade II organized by the competent authority.

Under Article 8 Circular 03/2021/TT-BGDDT, regulations on salary arrangement are as follows:
Salary Arrangement
1. Public employees appointed to professional titles of loewer lower secondary school teachers prescribed in this Circular shall apply the corresponding payroll issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam regarding salary policies for officials, public employees, and armed forces. To be specific:
a) Grade III lower secondary school teacher, code V.07.04.32, applies the salary coefficient of public employee category A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) Grade II lower secondary school teacher, code V.07.04.31, applies the salary coefficient of public employee category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) Grade I lower secondary school teacher, code V.07.04.30, applies the salary coefficient of public employee category A2, group A2.1, from a salary coefficient of 4.4 to a salary coefficient of 6.78.
2. Salary arrangement upon appointment to a professional title grade should follow the guidance in Clause 1, Section II, Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs on salary arrangement when promoting, transferring, or changing the rank of officials and category of public employees, and according to the current legal provisions. When a new salary policy is implemented, the transition to the new salary follows the Government of Vietnam's regulations.
Under the above regulations, Grade II lower secondary school teacher, code V.07.04.31, applies the salary coefficient of public employee category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38.
Thus, the highest salary coefficient for the professional title of Grade II lower secondary school teacher in Vietnam is 6.38.
What are the principles of appointment to professional titles of lower secondary school teachers in Vietnam?
Under Article 6 Circular 03/2021/TT-BGDDT, regulations on the principles of appointment to professional titles of lower secondary school teachers in Vietnam are as follows:
Principle 1. The appointment to professional titles of lower secondary school teachers prescribed in this Circular must be based on the currently held job position and ensure the attainment of the standards for the professional titles as prescribed in Articles 3, 4, 5, and as stipulated in Article 7 Circular 03/2021/TT-BGDDT (Article 7 amended by Clause 8, Article 3 Circular 08/2023/TT-BGDDT).
Principle 2. When appointing teachers from the professional titles of lower secondary school teachers as prescribed in Joint Circular 22/2015/TTLT-BGDDT-BNV (which expired and was replaced by Circular 03/2021/TT-BGDDT) to the professional titles of lower secondary school teachers as prescribed in this Circular, rank promotion to the professional title is not combined.
Principle 3. The appointment to a higher professional title grade must not be based on the training level for lower secondary school teachers who have just been recruited.
