What are the cases of revocation of the Certificate of national-standard primary school in Vietnam?
Under Article 39 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary Schools, issued in conjunction with Circular 17/2018/TT-BGDDT, the following provisions apply:
Revocation of Certificate of national-standard primary school
1. In the case that the Certificate of national-standard primary school is still valid but the primary school no longer meets the standards specified in Chapter II of these Regulations, the Certificate of national-standard primary school shall be revoked.
2. Within 20 working days from the date of the conclusion by the Department of Education and Training that the primary school no longer meets the evaluation standards, the Director of the Department of Education and Training shall request the President of the Provincial People's Committee to issue a decision to revoke the Certificate of national-standard primary school.
3. The decision to revoke the Certificate of national-standard primary school for the primary school shall be publicly announced on the website of the Department of Education and Training.
Thus, the Certificate of national-standard primary school is revoked when the school no longer meets the standards specified in Chapter 2 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary School, issued in conjunction with Circular 17/2018/TT-BGDDT.
The Director of the Department of Education and Training shall request the President of the Provincial People's Committee to issue a decision to revoke the Certificate of national-standard primary school within 20 working days from the date of the conclusion by the Department of Education and Training that the primary school no longer meets the evaluation standards.

What are the conditions for recognition of national-standard primary schools in Vietnam?
According to Clause 1, Article 37 of the Regulations on Accreditation of Educational Quality and Recognition of National-Standard Primary School, issued in conjunction with Circular 17/2018/TT-BGDDT, the content is as follows:
Recognition of national-standard primary schools
1. Conditions for recognition:
A primary school is recognized as meeting national standards when it meets the provisions at Point a, Clause 1, Article 34 and has an external evaluation result of Level 2 or higher according to Clause 1, Article 6 of these Regulations.
2. Levels of recognition:
a) Level 1: The school is evaluated to achieve Level 2 according to Clause 1, Article 6 of these Regulations;
b) Level 2: The school is evaluated to achieve Level 3 or higher according to Clause 1, Article 6 of these Regulations.
Thus, a primary school is recognized as meeting national standards by fulfilling the condition of having at least one cohort of students who have completed the Primary Education Program as stipulated in Point a, Clause 1, Article 34 of the Regulations issued in conjunction with Circular 17/2018/TT-BGDDT.
Additionally, the primary school must have an external evaluation result of Level 2 or higher according to Clause 1, Article 6 of the Regulations issued in conjunction with Circular 17/2018/TT-BGDDT:

A primary school achieves Level 2 by ensuring compliance with the stipulations in Sections 1 and 2 of Chapter 2 of the Regulations issued in conjunction with Circular 17/2018/TT-BGDDT :
- Organization and management of the school;
- Management staff, teachers, employees, and students;
- Facilities and teaching equipment;
- The relationship between the school, families, and society;
- Educational activities and educational outcomes.
What are the objectives of primary education at primary schools in Vietnam?
Under Article 29 of the Law on Education 2019, the objectives of general education are specified as follows:
Objectives of general education
1. The objectives of general education are to help learners develop comprehensively by acquiring morals, knowledge, physical health, aesthetic values and other basic skills, develop personal abilities, flexibility and creativeness, with a view to forming the socialist Vietnamese personality and the civic duty, to preparing them for further studies of higher education, vocational education or entering the workforce, participating in the building and defending of the Fatherland.

Thus, primary education at primary schools aims to help students form initial foundations for moral, intellectual, physical and aesthetic development and capacity, preparing them for entering lower secondary education.
