  7. Enhancing communication efforts to raise awareness among the public and society about continuing education, lifelong learning, and building a learning society.

  8. Promoting competitions and commendation activities. Actively participating in policy development for continuing education.

What are the guidelines for the promotion of activities to build a learning society in continuing education during the 2024-2025 academic year in Vietnam?

According to subsection 1 of Section 2 of Official Dispatch 3933/BGDDT-GDTX in 2024, the guidelines for the promotion of activities to build a learning society in continuing education during the 2024-2025 academic year in Vietnam are as follows:

- Develop and implement plans for the "Building a Learning Society 2021-2030" Scheme; strengthen regular and effective cooperation between the education sector and various departments, agencies, the Fatherland Front, political-social organizations, and localities within the province in implementing the plan. Promote the "Nationwide Emulation to Build a Learning Society and Promote Lifelong Learning 2023-2030" movement in flexible and practical forms.

- Advise the Provincial People’s Committee and the Provincial Steering Committee on Building a Learning Society to direct provincial departments, agencies, and localities to organize the 2024 Week Responding to Lifelong Learning; guide educational departments, general education schools, continuing education centers, vocational-education-and-continuing-education centers, and affiliated educational institutions to organize the 2025 Vietnam Reading and Culture Day with practical and effective activities.

- Advise the Provincial People’s Committee on key contents, including:

+ Guide and allocate funding to ensure provincial departments, agencies, and localities in the province implement the plan as per Circular 17/2022/TT-BTC.

The implementation plan should be integrated with political and professional tasks and linked to socio-economic development programs to efficiently use resources, encouraging and mobilizing societal resources for implementation to ensure effectiveness.

+ Issue guidelines for evaluating and recognizing "Learning Units" at district and provincial levels; evaluate and recognize "Learning Communities" at commune, district, and provincial levels based on Circular 24 and Circular 25 of the Ministry of Education and Training. Direct provincial-level departments, agencies, and units to develop plans and conduct the evaluation and recognition.

+ Direct and guide cities recognized as members of UNESCO’s Global Learning Cities Network to develop substantive and effective learning city plans in cooperation with various departments.

Advise the Provincial People’s Committee to choose and propose cities to join UNESCO’s Global Learning Cities Network and develop plans to register.

+ Organize a summary review after 5 years of implementing the "Building a Learning Society" Scheme according to the Ministry of Education and Training's plan. (The Ministry will provide specific guidance.)

According to subsection 3 of Section 2 of Official Dispatch 3933/BGDDT-GDTX in 2024, the guidelines for the promotion of illiteracy eradication, focusing on particularly disadvantaged areas with high Illiteracy rates in continuing education during the 2024-2025 academic year in Vietnam are as follows:

- Direct educational departments, vocational-education-and-continuing-education centers, community learning centers, and assigned educational institutions to continue and innovate information, communication, and mobilize illiterate people to attend illiteracy classes.

- Consolidate, strengthen, and improve the quality of the local educational universalization and illiteracy eradication steering committee. Increase specialized staff for illiteracy eradication work in particularly difficult socio-economic areas, mostly for ethnic minorities and high illiteracy rates.

Conduct thorough surveys and update accurate illiteracy statistics to build appropriate and timely class opening plans.

- Issue guidelines on class opening procedures; evaluate and recognize illiteracy results; maintain accurate class documentation; ensure conformable financial procedures for illiteracy classes.

- Regularly inspect, and supervise illiteracy program delivery to ensure quality and effectiveness; provide suitable solutions for weak learners, engaging community members, youth union members, secondary and high school students, continuing education centers, vocational-education-and-continuing-education centers to tutor and reinforce knowledge for illiteracy class learners.

- Guide teachers to use the illiteracy Program materials on the Ministry of Education and Training's website, teaching aids, and resources for illiteracy teaching.

Creatively adapt teaching methods to develop learners' competencies and qualities.

- Promote private investment in education, mobilizing local resources (school facilities and equipment, village cultural houses, community learning centers, etc.) for illiteracy eradication efforts.

- The education sector should actively advise local committees and administrations to issue directives and implement plans according to Directive No. 29-CT/TW in 2024 of the Politburo on universal education, compulsory education, adult illiteracy education, and streamlining students in general education.

- For provinces with low illiteracy rates and no illiteracy classes:

+ Survey and compile comprehensive illiteracy statistics, focusing on illiterate individuals and those who haven't reached level 1 illiteracy (didn't complete Phase 1 illiteracy Program or primary education level 3).

Advise the Provincial People’s Committee to allocate illiteracy class targets for districts, towns, and cities with remaining illiteracy or sub-level illiteracy; ensure funding for illiteracy efforts.

+ Direct community learning centers, continuing education centers, vocational-education-and-continuing-education centers to collaborate with local schools, cultural institutions, and community organizations in surveying, categorizing learners' cultural levels, and planning appropriate classes. Mobilize illiterate individuals to join flexible illiteracy classes in terms of time and location.

- Advise the Provincial People’s Committee to finalize and submit documents for recognizing illiteracy standards achievements to the Ministry of Education and Training for the year 2023 and 2024 (for eligible provinces not yet recognized as level 2 illiteracy).

- Ensure full, timely policies for illiteracy participants; publicize as required. Regularly review and summarize management, direction, and implementation of illiteracy efforts.
