Records for assessing students with disabilities studying in the literacy program?
Article 10 of Circular 10/2022/TT-BGDDT of the Ministry of Education and Training of Vietnam regulates the evaluation dossier for students with disabilities, the evaluation dossier serves as evidence of the learning, training process, and academic results of the students.
The evaluation dossier for each term of each student includes a report card (in Appendix 1 attached to Circular 10/2022/TT-BGDDT) (Download) and a consolidated evaluation table of educational results for the class (in Appendix 2 attached to Circular 10/2022/TT-BGDDT) (Download).
- The consolidated evaluation table of educational results of the classes is stored at the educational institution as per the regulations.
- The report card is stored by the educational institution throughout the time the student is enrolled in the literacy eradication program and is handed to the student upon completion of the first phase or the second phase of the program.
For prisons, compulsory education institutions, and reform schools under the management of the Ministry of Public Security, the report card is handed to the student upon completion of the prison sentence or upon completing the decision to be sent to the compulsory education institution or the reform school.

How are students with disabilities in the literacy eradication program assessed?
Article 9 of Circular 10/2022/TT-BGDDT regulates the assessment of students with disabilities in the literacy eradication program as follows:
- The assessment of the training and academic results of students with disabilities is conducted based on the principle of encouraging and motivating the efforts and progress of the learners.
- Students with disabilities enrolled in inclusive education, depending on the type and degree of disability, are assessed similarly to students without disabilities, with adjustments made to suit the type and degree of disability or according to the requirements of the individual education plan.
- Students with disabilities enrolled in special education modes are assessed according to regulations for special education or according to the requirements of the individual education plan.
How to fill out the report card for students with disabilities in the literacy eradication program?
According to Appendix 1 issued with Circular 10/2022/TT-BGDDT, the method to fill out the literacy eradication report card is as follows:
The report card is used to record the final term evaluation results of the students. When filling out the report card, teachers should carefully study Circular 12/2022/TT-BGDDT dated July 22, 2022, from the Minister of Education and Training regarding the issuance of regulations on the evaluation of students in the literacy eradication program.
1. Page 4, information as per the student's birth certificate.
2. Section "1. Subjects"
- In the column "Achieved Level": Write the symbol T if the student achieves the level "Excellent"; H if the student achieves the level "Completed" or C if the student is at the level "Incomplete" regarding the periodic assessment of the subject contents.
- In the column "Periodic Test Points": Record the scores of the tests during the term, the final term test; for students who took a retest, record the score of the final test taken.
- In the column "Comments": Record notable points about the student's progress, talent, learning interest in each subject, uncompleted content, and skills in each subject that need to be improved and assisted (if any).
3. Section "2. Main Qualities" and Section "3. Core Competencies"
- In the column "Achieved Level" corresponding to each quality and competency evaluation content: Write the symbol T if the student achieves the level "Good", D if the student achieves the level "Satisfactory" or C if the student is at the level "Needs Improvement".
- In the column "Comments" corresponding to the quality evaluation content: Record the manifestations, progress, strengths, limitations, or recommendations (if any) regarding the formation and development of some of the student's main qualities.
For example: Regular attendance, punctuality, readiness to express personal opinions; respect and willingness to help others;...
- In the column "Comments" corresponding to the competency evaluation content: Record the manifestations, progress, strengths, limitations, or recommendations (if any) regarding the formation and development of some of the student's general and specific competencies.
For example: Initiative and coordination in learning, ability to self-study;...; fluency in language use in life and learning, ability to think, reason, and solve some familiar mathematical problems;...
4. Section "4. Education Results Evaluation"
Record one of three levels: “Excellent”; “Completed” or “Incomplete”.
5. Section "5. Program Completion per Term"
Pages 5, 6, and 8: Record whether the student has completed the term program or not.
For example:
- Completed the first term program- Completed the second term program
6. Section "6. Stage Program Completion"
Pages 7 and 9: Record whether the student has completed the literacy eradication program for each stage or not.
For example:
- Completed the first stage of the literacy eradication program- Completed the second stage of the literacy eradication program
7. Section "7. Awards"
Record the achievements and awards the student has received in each stage.
For example:
- Received the Outstanding Student award for stage 1- Received the Outstanding Student award for stage 2- Received the Excellence in Education award
The report card is maintained by the educational institution and returned to the student upon completing the first or second stage of the literacy eradication program.
