How are students in the literacy program rewarded?
Pursuant to Article 13 of Circular 10/2022/TT-BGDDT of the Ministry of Education and Training of Vietnam:
Rewards
1. The Head of the educational institution shall award a certificate of merit to students who:
a) Are given the title of "Outstanding Student Phase 1" if they achieve excellent educational results in the first, second, and third semesters.
b) Are given the title of "Outstanding Student Phase 2" if they achieve excellent educational results in the fourth and fifth semesters.
c) For students who achieve the title of "Outstanding Student Phase 1" and "Outstanding Student Phase 2," they shall be awarded the title of "Exceptional Outstanding Student."
2. Students with special achievements shall be considered for rewards by the educational institution and recommended for higher-level recognition.

Responsibilities of the Department of Education and Training, and the Office of Education and Training in evaluating students enrolled in the Adult Literacy Program
According to Article 14 of Circular 10/2022/TT-BGDDT, the responsibilities of the Department of Education and Training and the Office of Education and Training are as follows:
Department of Education and Training Responsibilities
- Direct the organization of student evaluations within the scope of management.
- Direct and guide educational institutions in using evaluation records and student record books in cases of implementing electronic evaluation records and student record books.
- Report the results of organizing student evaluations to the Ministry of Education and Training as stipulated in Article 8 of Circular 19/2020/TT-BGDDT.
Office of Education and Training Responsibilities: Direct the Heads of educational institutions to organize student evaluations in their areas; report the results to the Department of Education and Training.
Department of Education and Training, Office of Education and Training Responsibilities: Track, check, and resolve difficulties and obstacles during the implementation of this Circular in their localities.
How are periodic evaluations conducted for students enrolled in the Adult Literacy Program?
According to Article 7 of Circular 10/2022/TT-BGDDT, the regulations on periodic evaluations for students enrolled in the Adult Literacy Program are as follows:
* Periodic evaluation of academic content of subjects:
- Periodic tests
+ Each subject will have four (4) periodic tests per semester at times suitable for the program schedule, including three (3) tests during the semester and one (1) final test at the end of the semester. The score of the final test is multiplied by a factor of 2, while the scores of the tests during the semester are multiplied by a factor of 1;
+ The test for each subject shall be designed based on the achievement requirements of each subject as stipulated in the Adult Literacy Program. Periodic evaluations for thematic study clusters shall not be implemented;
+ For Vietnamese and Mathematics subjects, the test duration is 70 minutes. For the remaining subjects, the test duration is 35 minutes;
+ The tests are graded on a 10-point scale. The test score can be an integer or a decimal rounded to the nearest tenth;
+ Students missing periodic tests can take make-up tests. Make-up tests are conducted in each semester. If the student does not take the make-up test, they will receive a score of 0 (zero) for the missing test.
- At the end of each semester, teachers shall evaluate students in each subject based on frequent evaluations, achievement requirements, and specific indicators of subject competency in the following levels:
+ Excellent: Fulfils all learning requirements well and frequently demonstrates specific competencies related to the subject;
+ Satisfactory: Meets the learning requirements and demonstrates specific competencies related to the subject;
+ Not Yet Satisfactory: Does not meet some learning requirements or does not demonstrate specific competencies related to the subject.
* Periodic evaluation of the formation and development of qualities and competencies:
At the end of each semester, teachers will assess students based on observations and comments on the formation and development of each primary quality and core competency, and these will be evaluated as follows:
- Good: Fully meets educational requirements, demonstrates clear and frequent indications;
- Satisfactory: Meets educational requirements, demonstrates clear but not frequent indications;
- Needs Improvement: Does not meet educational requirements, demonstrates unclear indications.
