Do the assessment results of professional standards for lower secondary school teachers in Vietnam affect their salaries?
Under Article 2 of the Regulations on Professional Standards for Teachers of General Education Institutions issued together with Circular 20/2018/TT-BGDDT, the purposes for issuing the regulations on professional standards for teachers are stipulated as follows:
Purposes for issuing the regulations on professional standards for teachers
1. To serve as a basis for teachers at general education institutions to self-assess their qualities and competencies; to develop and implement plans for improving qualities and professional capabilities to meet the requirements of educational reforms.
2. To serve as a basis for general education institutions to assess teachers' qualities and professional capabilities; to develop and implement plans for the professional development of teachers to meet the educational goals of the school, locality, and the education sector.
3. To serve as a basis for state management agencies to research, develop, and implement policies for the development of the teaching staff at general education institutions; to select and utilize the core teaching staff at these institutions.
4. To serve as a basis for teacher training and professional development institutions to develop, enhance, and implement training programs for improving the qualities and professional capabilities of teachers at general education institutions.
The regulations clarify the purposes of issuing professional standards for teachers.
Thus, according to the regulations, the assessment of professional standards for secondary school teachers will include five (5) purposes:
(1) To serve as a basis for teachers at general education institutions to self-assess their qualities and competencies; and to develop and implement improvement plans.
(2) To serve as a basis for general education institutions to assess teachers' qualities and professional capabilities.
(3) To serve as a basis for state management agencies to research, develop, and implement policies for the development of the teaching staff at general education institutions.
(4) To select and utilize the core teaching staff at general education institutions.
(5) To serve as a basis for teacher training and professional development institutions to develop, enhance, and implement training programs for improving the qualities and professional capabilities of teachers.
Additionally, under Chapter 2 of the Regulations on Professional Standards for Teachers of General Education Institutions issued together with Circular 20/2018/TT-BGDDT, the assessment standards include:
Standard 1. Teacher’s qualities;
Standard 2. Professional development;
Standard 3. Development of an educational environment;
Standard 4. Development of relationships between the school, family, and society;
Standard 5. Use of foreign languages or ethnic languages, application of information technology, use of technological devices in teaching and education.
According to the above regulations, the assessment of the professional standards for lower secondary school teachers does not affect their salaries.
Thus, the salary paid to a lower secondary school teacher will not change.

What are the regulations on the management of the assessment of professional standards for lower secondary school teachers by the Department of Education and Training in Vietnam?
Under Article 14 of the Regulations on Professional Standards for Teachers of General Education Institutions issued together with Circular 20/2018/TT-BGDDT, the Department of Education and Training will manage the assessment of professional standards for lower secondary school teachers as follows:
- Direct and implement these regulations as authorized; update and report to the Ministry of Education and Training on the results of teachers' assessments according to professional standards before June 30 annually.
- Develop and implement plans for training and retraining based on the results of teachers' assessments according to professional standards.
What is sample evidence used in the assessment of professional standards for lower secondary school teachers in Vietnam during 2024?
Evidence used in the assessment of professional standards includes documents, things, phenomena, and witnesses cited to objectively confirm the level of achievement in each criteria. (Clearly defined in Clause 7, Article 3 of the Regulations on Professional Standards for Teachers of General Education Institutions issued together with Circular 20/2018/TT-BGDDT).
