a) Have a bachelor's degree or higher in pedagogy training for primary school teachers.
In cases where the subject does not have enough teachers with a bachelor's degree in pedagogy training, a bachelor's degree in a suitable major and a certificate of pedagogical retraining for primary school teachers by the program issued by the Minister of Education and Training are required;
b) Have a certificate of professional training according to the standards of the primary school teacher professional title.

Grade II primary school teachers in Vietnam are not required to have a bachelor's degree in pedagogy training in all cases.
In cases where the subject does not have enough teachers with a bachelor's degree in pedagogy training, a bachelor's degree in a suitable major and a certificate of pedagogical retraining for primary school teachers by the program issued by the Minister of Education and Training are required.

4. Standards of professional competence
a) Master the guidelines, policies, and laws of the Communist Party, the State, and the regulations and requirements of the sector and locality on primary education, and apply them effectively in assigned tasks;
b) Effectively implement the education plan and program; proactively and flexibly adjust the teaching and education plans suitable to the actual conditions of the school and locality;
c) Have the ability to flexibly apply and guide colleagues in applying and promptly updating the requirements for innovation in educational knowledge and child psychology to practical education of students; be self-governing and responsible for performing professional tasks (content, teaching methods, evaluating students) and the quality and effectiveness of each student's education in the class they are responsible for;
d) Actively and proactively cooperate with colleagues, students' parents, and the community to enhance the effectiveness of student education;
dd) Apply the results of applied pedagogical scientific research to teaching and education; have the ability to evaluate or guide colleagues in making applied pedagogical research products from the school level upwards;
e) Have the ability to perform professional tasks: participate in judging panels, inspection, supervision; prepare and implement teaching topics;
g) Have the ability to apply information technology in professional activities; have the ability to use foreign languages or use minority ethnic languages according to job position requirements;
h) Have been recognized as a grassroots-level emulation soldier; or have received a certificate of merit or diploma of merit from the district level upwards; or have been recognized in one of the following titles: excellent teacher, excellent homeroom teacher from the school level upwards, excellent leader of the Ho Chi Minh Young Pioneer Organization from the district level upwards;
i) Public employees taking the exam or consideration for rank promotion to Grade II primary school teacher (code V.07.03.28) must have held the professional title of Grade III primary school teacher (code V.07.03.29) or equivalent for at least 09 (nine) years (excluding probation period) by the deadline for submitting the application for taking the exam or consideration for promotion.
To become a Grade II primary school teacher, the teacher must meet professional competence standards, including independently preparing and implementing teaching topics.
What is the lowest salary paid to Grade II primary school teachers in Vietnam?
Under Clause 1, Article 8 Circular 02/2021/TT-BGDDT, the regulations are as follows:
Salary arrangement
1. Public employees appointed to the professional titles of primary school teachers as stipulated in this Circular shall apply the corresponding payroll issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade III primary school teacher, code V.07.03.29, applies the salary coefficient of public employee category A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Grade II primary school teacher, code V.07.03.28, applies the salary coefficient of public employee category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
c) Grade I primary school teacher, code V.07.03.27, applies the salary coefficient of public employee category A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

According to the above regulation, a Grade II primary school teacher applies the salary coefficient of public employee category A2, group A2.2, from a salary coefficient of 4.00 to a salary coefficient of 6.38.
Additionally, based on Article 3 Decree 73/2024/ND-CP, the statutory pay rate applied to primary school teachers who are public employees in public service providers is currently 2,340,000 VND/month.
According to Article 3 Circular 07/2024/TT-BNV, the salary paid to public employee teachers is calculated as follows:
Salary = 2,340,000 VND/month x salary coefficient
Thus, the lowest salary paid to Grade II primary school teachers is currently 9,360,000 VND/month.
