Application form for enrolling elementary school students

According to Article 33 of the Primary School Regulations issued with Circular 28/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam, the age of students entering the first grade is 6 years old and is calculated by year.

Disabled children, children with physical or intellectual development delays, children in areas with particularly difficult socio-economic conditions, ethnic minority children, orphans without a home, children returning from abroad, and children of foreigners studying and working in Vietnam can enter the first grade at an older age than stipulated but not exceeding 3 years.

In cases where children enter the first grade exceeding 3 years over the stipulated age, it will be decided by the head of the Education and Training Department.

Are students in grade 1 at public primary schools exempt from tuition fees?

Tuition fees are the amounts that learners must pay to cover part or all of the costs of educational and training services.

According to Article 14 of Decree 81/2021/ND-CP of Vietnam's Government:

Eligibility for not having to pay for tuition

1. Students of public primary schools.

2. Learners studying in specific majors satisfying socio-economic development demands, national defense and security according to Law on Higher Education. Specific majors regulated by Prime Minister.

According to the above regulation, primary school students at public schools are exempted from paying tuition fees.

Therefore, students entering grade 1 at public primary schools will be exempted from tuition fees.

What are the required achievements regarding the 03 general competencies for grade 1 primary school students?

According to Section 9 of the General Education Program issued with Circular 32/2018/TT-BGDDT of the Ministry of Education and Training of Vietnam, the specific required achievements regarding the 03 general competencies of grade 1 primary school students are as follows:

Independence Able to perform tasks by themselves at home and at school according to assignments and guidance.
Self-assertion and protection of legitimate rights and needs Awareness of rights and personal desires; initially knows how to present and implement some legitimate rights and needs.
Self-adjustment of emotions, attitudes, and behaviors - Recognize and express personal emotions and feelings; know how to share personal emotions and feelings with others.

- Be courteous to everyone; do not say or do things that offend others.

- Follow learning and working plans correctly; do not be distracted by games affecting studies and other tasks.
Life adaptability - Find different solutions to the same problem.

- Complete different tasks with different requirements.
Career orientation - Express personal interests and abilities.

- Know the name, main activities, and roles of some professions; relate this knowledge to the careers of family members.
Self-learning and self-improvement - Be conscious of summarizing and presenting learned knowledge.

- Recognize and correct mistakes in assignments based on teachers' feedback.

- Be aware of learning from teachers, friends, and others to consolidate and expand knowledge.

- Be conscious of learning from and following the examples of good people.
Communication and cooperation competency  
Determine the purpose, content, means, and attitude of communication - Recognize the importance of communication in meeting personal needs.

- Understand written texts about life, nature, and society that combine language with images such as comic books and simple articles.

- Initially know how to use language combined with images and gestures to present information and ideas.

- Focus attention while communicating; recognize the attitude of the communication partner.
Establish, develop social relationships; adjust and resolve conflicts - Know how to make friends and maintain friendships.

- Recognize disagreements and conflicts between themselves and friends or among friends; know how to yield to or persuade friends.
Determine the purpose and method of cooperation Have the habit of exchanging and helping each other in learning; know how to work together to complete learning tasks under teachers' guidance.
Determine the responsibility and activity of oneself Understand the group's tasks and one's responsibility and activities within the group after being guided and assigned.
Determine the needs and abilities of partners Recognize some prominent characteristics of group members to propose appropriate job allocation plans.
Organize and persuade others Strive to complete one's assigned tasks and help other group members complete their assigned tasks.
Evaluate cooperative activities Can report the group's task completion results; self-assess one's strengths and weaknesses under teachers' guidance.
International integration - Have an initial understanding of some countries in the region and around the world.

- Know how to participate in some international integration activities under the school's guidance.
Problem-solving and creative thinking competency  
Recognize new ideas Know how to identify and clarify new information and ideas from given materials under guidance.
Discover and clarify problems Able to gather information from situations, recognize simple problems, and ask questions.
Form and implement new ideas Based on existing understanding, can form new ideas and predict the results of implementation.
Propose and choose solutions Able to propose ways to solve simple problems under guidance.
Design and organize activities - Identify the main content and methods to achieve the set goals under guidance.

- Recognize the significance of activities.
Independent thinking Raise questions about surrounding objects and phenomena; do not hesitate to express personal opinions regarding different information about objects and phenomena; ready to change when mistakes are recognized.
