Application form for enrolling elementary school students
According to Article 33 of the Primary School Regulations issued with Circular 28/2020/TT-BGDDT of the Ministry of Education and Training of Vietnam, the age of students entering the first grade is 6 years old and is calculated by year.
Disabled children, children with physical or intellectual development delays, children in areas with particularly difficult socio-economic conditions, ethnic minority children, orphans without a home, children returning from abroad, and children of foreigners studying and working in Vietnam can enter the first grade at an older age than stipulated but not exceeding 3 years.
In cases where children enter the first grade exceeding 3 years over the stipulated age, it will be decided by the head of the Education and Training Department.

Are students in grade 1 at public primary schools exempt from tuition fees?
Tuition fees are the amounts that learners must pay to cover part or all of the costs of educational and training services.
According to Article 14 of Decree 81/2021/ND-CP of Vietnam's Government:
Eligibility for not having to pay for tuition
1. Students of public primary schools.
2. Learners studying in specific majors satisfying socio-economic development demands, national defense and security according to Law on Higher Education. Specific majors regulated by Prime Minister.
According to the above regulation, primary school students at public schools are exempted from paying tuition fees.
Therefore, students entering grade 1 at public primary schools will be exempted from tuition fees.
What are the required achievements regarding the 03 general competencies for grade 1 primary school students?
According to Section 9 of the General Education Program issued with Circular 32/2018/TT-BGDDT of the Ministry of Education and Training of Vietnam, the specific required achievements regarding the 03 general competencies of grade 1 primary school students are as follows:
