- Research overview both domestically and internationally: Analyze relevant research works and the latest research outcomes in the scheme's research field;

- Urgency, importance to socio-economic development, role in enhancing the scientific and technological potential of the unit;

- Novelty and non-overlap with ongoing or completed research works, master’s theses, and successfully defended doctoral dissertations;

- The scheme's name, objectives, and research content that ensure compatibility, scientific nature, clarity, and feasibility;

- Expected products meeting the requirements stated in Clause 1, Article 2 of Circular 15/2024/TT-BGDDT;

- Effectiveness and application potential of the scheme's research outcomes;

- Proposed budget aligns with objectives, content, and expected products.

What are the requirements regarding the outcomes of ministerial-level schemes in Vietnam?

Under Clause 1, Article 2 of Circular 15/2024/TT-BGDDT (effective from January 5, 2025), the outcomes of ministerial-level schemes must meet at least two of the following requirements:

- Research outcomes are published in scientific journals, conference proceedings, international scientific seminars; or national scientific journals, conference proceedings, seminars; or published as a book or chapter in a specialized or reference book;

- Outcomes in master's level training or support for doctoral training or outcomes that are scientific arguments, solutions to solving practical issues within the ministry's state management scope, or research outcomes as intellectual property, other applicable products.

What are the cases of adjustment to ministerial-level schemes in Vietnam?

Under Article 15 of Circular 15/2024/TT-BGDDT (document effective from January 5, 2025), adjustments to ministerial-level schemes are allowed in the following cases:

(1) Based on proposals from the host organization and scheme leader, the Ministry of Education and Training adjusts ministerial-level schemes.

- Adjusting scheme duration: schemes can be extended once, for no more than 12 months, and are approved for adjustment by the Department of Science, Technology and Environment under the Ministry of Education and Training. In force majeure cases (natural disasters, epidemics, etc.), the Minister of Education and Training considers and decides on additional extension time;

- Changing the scheme leader: Approved by the Department of Science, Technology and Environment under the Ministry of Education and Training when one of the following cases occurs: The scheme leader is away for training or works for over 6 months or transfers work position; falls ill, unable to manage research activities (verified by a medical agency); violates financial management principles or fails to complete scheme content progress as ordered without a valid reason; receives a disciplinary measure of reprimand or above. The new scheme leader must meet the provisions of Article 5 of Circular 15/2024/TT-BGDDT;

- Changing scheme members: Approved by the Department of Science, Technology and Environment under the Ministry of Education and Training during the scheme implementation period (excluding extension time) when a member is unable to continue participation due to lack of time or health. New members must meet the provisions of Clause 4, Article 5 of Circular 15/2024/TT-BGDDT.

(2) When necessary, the host organization reports to the Ministry of Education and Training to consider and adjust other scheme contents without altering the approved objectives, products, and budget.

What are the duties and powers of leaders of ministerial-level schemes in Vietnam?

Pursuant to Clause 3, Article 5 of Circular 15/2024/TT-BGDDT (document effective from January 5, 2025), the duties and powers of leaders of ministerial-level schemes are as follows:

- Develop the description and budget estimate for the ministerial-level scheme;

- Select and assign tasks to members participating in the ministerial-level research scheme;

- Engage in contracting with approved organizations or individuals in the scheme description to implement research content;

- Organize and actively execute research content as approved in the description and signed contract; propose necessary conditions to the host organization to carry out the ministerial-level scheme;

- Propose adjustments related to the ministerial-level scheme as regulated; comply with reporting requirements and periodic or unexpected inspections from the host organization and the Ministry of Education and Training;

- Propose the host organization evaluate the products and accept the scheme; directly report before the evaluation council at the grassroots and ministerial levels; fully comply with the council's requirements;

- Be responsible for the accuracy, reliability, and authenticity of research outcomes; publish research results; cooperate with the host organization to establish intellectual property rights, exploit and transfer scheme research results as regulated;

- Responsibly utilize and settle the fiscal budget for the ministerial-level scheme effectively and in conformance; hand over facilities, equipment, other property (if any), and research results formed from scheme funds to the host organization within 30 days after the scheme is confirmed complete by the Ministry of Education and Training;

- Fully comply with the settlement council's requirements when the scheme is liquidated;

- Provide complete documentation for inspection, examination, and audit when required.
