University Organizational Structure
1. The organizational structure of a university includes:
a) University Council;
b) University President; Vice Presidents;
c) Scientific and training council; other councils (if any);
d) Member universities, research institutes (if any); functional schools, science and technology organizations, libraries and other training service organizations;
e) Faculties, campuses, research institutes, centers, service establishments, enterprises, and other units (if any) as required for the development of the university.
2. The specific organizational structure of the university, relationships, and the degree of autonomy of member units and units under the university are specified in the university’s organization and operation regulations.
Thus, according to the above regulation, universities have campuses, but their organization depends on the universities' need for further expansion.
What are the conditions for conversion from a university into a parent university in Vietnam?
According to the provisions of Article 4 of Decree 99/2019/ND-CP, the conditions for conversion from a university into a parent university in Vietnam are as follows:
- The university has been recognized to meet the quality standards of higher education institutions by a legal education quality accreditation organization;
- There are at least 03 member universities established according to the provisions of Clause 4, Article 4 of Decree 99/2019/ND-CP; at least 10 doctoral training fields; with a full-time training scale of over 15,000 students;
- Approved by the direct management agency for public universities; agreed by investors representing at least 75% of the total contributed capital for private universities, and non-profit private universities.
What is the current higher education degree system in Vietnam like?
According to the provisions of Article 15 of Decree 99/2019/ND-CP, the current higher education degree system is as follows:
- The higher education degree system includes:
+ Bachelor’s degree awarded to graduates of higher education programs as prescribed by law, meeting level 6 output standards according to the Vietnam National Qualifications Framework and specific, legal regulations of the educational institution;
+ Master’s degree awarded to graduates of master’s programs as prescribed by law, meeting level 7 output standards according to the Vietnam National Qualifications Framework and specific, legal regulations of the educational institution;
+ Doctoral degree awarded to graduates of doctoral programs as prescribed by law, meeting level 8 output standards according to the Vietnam National Qualifications Framework and specific, legal regulations of the educational institution;
+ Equivalent degree as stipulated in Clause 2, Article 15 of Decree 99/2019/ND-CP.
- Degrees for certain specialized deep training fields in higher education include a medical doctor degree, dental doctor degree, traditional medicine doctor degree, pharmacist degree, veterinary doctor degree, engineer degree, architect degree, and other degrees as per specific regulations of the Government of Vietnam, awarded to those who graduate from training programs stipulated in Article 14 of Decree 99/2019/ND-CP, i.e., training levels for specific specialized deep training fields as follows:
"- Training levels for specific specialized deep training fields refer to levels of individuals who have graduated from the following deep training programs:
+ A program with a minimum study load of 150 credits for those who have graduated from high school or equivalent, or a minimum of 30 credits for those who have graduated from higher education;
+ A program with a minimum study load of 90 credits for individuals with level 7 equivalence according to the Vietnam National Qualifications Framework."
- Based on regulations regarding admission conditions, minimum study load, lecturer standards, output standards, and other standards in the training program standards of higher education levels as stipulated by the Ministry of Education and Training, graduates of deep specialized training programs are classified in the corresponding level within the Vietnam National Qualifications Framework."
- Certificates for certain specialized deep training fields within the national education system are awarded to learners who have completed the training program or advanced their academic and professional qualifications as prescribed by ministries, or awarded to learners who have passed exams qualifying for certificate issuance, in accordance with the certification issuance regulations within the national education system.
