When are lower secondary school students in Vietnam eligible for grade advancement?
Under Article 12 of Circular 22/2021/TT-BGDDT on grade advancement, re-assessment during summer break, and grade retention:
Grade advancement, re-assessment during summer break, and grade retention
1. A student who meets following eligibility may advance to the next grade or be recognized as to have completed lower education program or upper education program:
a) Training results of the entire school year (including re-assessment results after training during summer break according to Article 13 hereof) are Qualified or higher.
b) Learning results of the entire school year (including re-assessment results of all subjects according to Article 14 hereof) is Qualified or higher.
c) Number of days leave does not exceed 45 half-days (calculated according to education plans which is 1 half-day for every day under formal education plan, including permitted leave, unpermitted leave, continuous leave, and intermittent leave).
2. In case a student must undergo training during summer break, comply with Article 13 hereof; students must attend re-examination or re-assessment of subjects during summer break as per Article 14 hereof.
3. A student who does not meet all eligibility under Clause 1 of this Article are not allowed to advance to the next grade or recognized as to have completed lower secondary education level or upper secondary education level.
4. For students with disabilities: Principals shall rely on assessment results of students with disabilities as per Article 11 hereof to consider grade advancement or recognition of completion of lower secondary education level or upper secondary education level.
A student who meets the following eligibility may advance to the next grade or be recognized as having completed lower education program :
1) Training results of the entire school year (including re-assessment results after training during summer break according to Article 13 of Circular 22/2021/TT-BGDDT) are Qualified or higher.
2) Learning results of the entire school year (including re-assessment results of all subjects according to Article 14 of Circular 22/2021/TT-BGDDT) is Qualified or higher.
3) Number of days leave does not exceed 45 half-days (calculated according to education plans which is 1 half-day for every day under formal education plan, including permitted leave, unpermitted leave, continuous leave, and intermittent leave).
Thus, according to the regulations, lower secondary school students with Qualified training results in Vietnam are eligible for grade advancement if they simultaneously meet the remaining eligibility.
What are the procedures for re-enrollment for lower secondary school students who previously dropped out in Vietnam?
Under Article 6 of the Regulation on transferring schools and receiving students at lower and upper secondary schools issued with Decision 51/2002/QD-BGDDT on the required documents and procedures for re-enrollment as follows:
(1) Required documents for re-enrollment
+ Re-enrollment application form signed by the student.
+ Academic record of the previously attended class or school level (original).
+ Certified copy of graduation certificate from the lower educational level.
+ Confirmation from the local authority where the student resides about compliance with the nation's policies and laws.
(2) Procedures for re-enrollment.
+ For applying to re-enroll at the previous school:
The school principal allows enrollment after checking the dossier.
+ For applying to re-enroll at a different school:
The dossier and procedures are handled similarly to student school transfers.
+ For applying to re-enroll in the first grade of high school:
The Director of Education and Training Department considers and decides based on the student's entrance exam results or selection results prior to dropping out.
(3) Re-enrollment is conducted during the summer break before the start of the new school year.
Additionally, under Clause 1 of Article 28 of the Education Law 2019, re-enrollment is possible if the student still fits within the age range of the respective educational level.
If the age limit is surpassed, re-enrollment will not be possible due to the age restrictions within each educational level (as stipulated in Clause 2 of Article 4 of the Regulation issued with Decision 51/2002/QD-BGDDT which specifies that re-enrollment applicants must still fit within the age range prescribed for each educational level).
