According to Article 37 of the Primary School Charter issued with Circular 28/2020/TT-BGDDT on the manners of primary school students in Vietnam:
- Manners and attire of students must comply with regulations of the sector and laws, paying attention to:
- Have a serious and honest attitude in study, testing, evaluation, and activities.
- Do not cause disorder that affects the activities of the class, school, and public places.
- Do not endanger oneself or others when participating in recreational activities.
What are the basic rights of primary school students in Vietnam?
Under Article 35 of the Primary School Charter issued together with Circular 28/2020/TT-BGDDT, primary school students have the following rights:
[1] Right to Education
- Primary school students are educated and learn for comprehensive development and best unleash their potential; attend a school or class that implements the national primary education program for convenient access from their residence.
- Students can choose their school or transfer to another school outside their residence if the school can accommodate them.
- Primary-aged students returning from abroad, children of foreigners studying or working in Vietnam, and children facing difficulties who haven't attended school, if desiring to join a primary school, will be evaluated by the principal to be placed in an appropriate class.
- Disabled students can integrate into a primary school environment; they are ensured conditions for learning and practicing; they are taught and assessed according to their educational plans.
- Students can shorten the time to complete the program, study beyond the prescribed age, extend study time, or repeat grades.
- Students with good physical health and intellectual development may advance to a higher grade within the school level. Specific case procedures are conducted as follows:
The student's parents or guardians submit a petition to the school.
The school principal forms an assessment and advisory council, including the principal or vice principal, the parents' representative board of the school, the student's current teacher, the teacher of the next grade, medical staff, and the team leader in charge.
Based on the advisory council's assessment results, the principal completes the dossier and reports to the Education and Training department for consideration and decision.
- Students with limited academic performance, who have been directly guided and helped by teachers, parents, or guardians but still haven't completed their tasks, depending on the level of incompletion in study and practice tasks, teachers report to the principal for a decision on promotion or retention, and together with the family, decide on appropriate educational measures.
[2] Right to Protection, Care, Respect, and Equitable, Democratic Treatment; to have their legitimate rights and interests ensured; to be fully informed about their own learning and training process; to have conditions regarding time, infrastructure, hygiene, and safety ensured for learning and training.
