A few days later, the flock of birds flew away to find a bountiful persimmon tree to bring back for the rabbit. Are extra classes for primary school students allowed in Vietnam?

Under Article 4 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025), the cases where extra classes in Vietnam are not allowed are:

Cases where extra classes in Vietnam are not allowed

1. Extra classes for primary school students must not be organized, except in cases of training in arts, sports, and life skills.

2. Teachers currently teaching at schools are not allowed to offer external extra classes with fees to their students according to the school's educational plan.

3. Teachers from public schools are not allowed to participate in managing or operating external extra classes but may be involved in teaching extra classes.

Thus, from February 14, 2025, extra classes for primary school students are not allowed in Vietnam, except for training in arts, sports, and life skills.

What are the rights of primary school students in Vietnam?

Under Article 35 of the Charter for Primary Schools issued with Circular 28/2020/TT-BGDDT, the rights of primary school students in Vietnam include:

- Right to education

+ Receive education and study for comprehensive development and to best exploit individual potentials; study at a convenient primary education school or class in the residence area.

+ Students can choose a school or transfer to another school outside the residence area if the school may receive them.

+ Students of primary education age returning from abroad, children of foreigners studying, or working in Vietnam, and children with difficult circumstances who have not yet attended school, if wishing to transfer to a primary school, the principal will organize a proficiency assessment to place them in an appropriate class.

+ Students with disabilities are entitled to inclusive education in a primary school; conditions for study and training are ensured; learning and assessment according to an individual student's educational plan.

+ Students can shorten the implementation time of the curriculum, study at an age higher than the prescribed age, extend study time, and retain a grade.

+ Students who are physically fit and intellectually mature can skip grades within a learning cycle.

+ Students with limited academic outcomes, after being guided by teachers, parents, or guardians, yet still not completing, depending on the extent of incomplete tasks, the teacher will report the principal for a decision on grade promotion or retention, in parallel with family coordination on appropriate educational measures.

- Right to protection, care, respect, and equal, democratic treatment; ensure legitimate rights and interests; be provided with full information on personal learning and training progress; ensure conditions regarding time, facilities, sanitation, and safety for learning and training.

- Right to participate in activities to promote individual potential; express personal opinions and wishes.

- Right to receive scholarships and social policy benefits according to regulations.

- Right to enjoy other rights under the law.
