Are teachers entitled to a day off on Vietnam Teachers' Day - November 20?

According to Article 13 of the Law on Public Employees 2010 stipulating the rights of public employees regarding rest as follows:

Rights of public employees to rest

1. To take annual leaves, holidays and leaves for personal reasons under the labor law. Public employees who do not use any or all of prescribed annual leave days due to work requirements are entitled to a sum of money for those days on which they work.

2. Public employees working in mountainous, border, island, deep-lying and remote areas and in other special cases may take leave days of 2 years at a time if they so wish. If wishing to take leave days of 3 years at a time, they shall obtain consent of the heads of their public service providers.

Schools should summarize competitions and launch a new competition period to effectively fulfill the tasks set out in the first semester.

Over many years, localities have gained experience in organizing November 20. Strictly adhering to the decisions of the Council of Ministers, ensuring the significance of Vietnam Teachers' Day, localities should implement this circular and apply good experiences so that November 20 annually is organized solemnly and practically, avoiding ostentatious forms that cause inconvenience for students and parents.

Therefore, although November 20 is not a public holiday as per the Labor Code 2019, schools can rearrange studying and teaching activities so that teachers can have a break and participate in the activities of the school and locality.

What are the regulations on the celebration of honoring and commendation for Vietnamese teachers?

According to Article 9 of Decree 111/2018/ND-CP stipulates the celebration of establishment dates and traditional days:

Celebration of  the anniversary of establishment dates and traditional days

1. Decennial anniversary

a) Ministries, sectors, provincial levels organize celebrations of establishment dates and traditional days, building a plan to celebrate activities, determining the time, venue, program, and components of the celebration;

b) Approving plans to organize celebration activities:

- Ministers, heads of central agencies approve plans for celebrating activities of ministries and central authorities;

- Chairpersons of provincial People's Committees approve plans for celebrating activities of the provincial level and localities.

c) Heads of ministries and central authorities, provincial levels establish a Steering Committee and Organizing Committee for the celebration of establishment dates and traditional days according to the approved plan and are responsible for organizing a dignified, practical, effective, and economical celebration.

2. Other years: Organizing propaganda, education, competition, seminars, discussions, and other practical activities to commemorate establishment dates and traditional days. Do not organize celebrations.
