What is the tradition of the General Political Department of the Vietnam People's Army?
On December 22, 1944, the Vietnam Propaganda Liberation Army Team - the first main force and the predecessor of the Vietnam People's Army was established, and at the same time, the first CPV cell was also founded. Therefore, the founding day of the Vietnam People's Army is also considered the Traditional Day of the General Political Department of the Vietnam People's Army.
During the process of building, fighting, and growing, generations of officials, soldiers, and employees of the General Political Department, as well as political officials and political agencies at all levels throughout the army, have achieved numerous outstanding accomplishments. Through their intellect, effort, and even their blood, they have made worthy contributions, together with the entire army, in writing the glorious tradition of the General Political Department and the work of Communist Party affairs, political work associated with the tradition of the Heroic Vietnam People's Army.

Additionally, according to Article 10 of Circular 99/2019/TT-BQP, which outlines the responsibilities of the General Political Department of the Vietnam People's Army, the following responsibilities are specified:
- Preside over and coordinate with relevant agencies to propose to the Central Military Commission and the Ministry of Defense the issuance of directive documents to lead and direct the implementation of defense tasks at ministries and central authorities, and localities.
- Direct subordinate agencies to carry out defense work according to assigned functions and tasks with the following contents:
+ Direct and guide information, propaganda work, education and dissemination of the Party's viewpoints, state policies, and laws on defense work at ministries, central authorities, and localities; build a comprehensively strong grassroots political system, develop socio-economic development at the local level, undergo building new rural areas and civilized urban areas;
+ Advise on the arrangement, use, and management of seconded officers performing defense tasks; appraise and propose conferring ranks on reserve officers who are graduates of military training courses at commune-level military command committees and other trained subjects as prescribed by law;
+ Direct and guide the protection of internal political affairs, state and military secrets; implement military rear policies, and policies for seconded officers; commendation and reward work in defense tasks at ministries and central authorities and localities.

Which entities undergo training officials for the Vietnam People's Army at non-military schools?
Under Article 2 of Decree 73/2005/ND-CP regarding the training of officials for the Vietnam People's Army at non-military schools:
(1) Youth outside the military, military personnel, defense officials, and defense workers who are admitted to military colleges and universities according to the admission regulations issued by the Ministry of Education and Training; who meet the standards and conditions set by the Ministry of Defense and the Ministry of Education and Training may be considered for transfer to study in non-military schools in fields and majors with the same exam groups.
(2) Military youth, military personnel, defense officials, and defense workers of ethnic minorities who meet the standards and conditions may be nominated for admission to college and university-level training at non-military schools, as defined in Article 3 of Decree 43/2000/ND-CP (expired document).
(3) Army officials who graduate from military universities in the military are trained at the master's, doctoral, research fellow, or specialized research levels at non-military schools per current admission regulations.
(4) Students and trainees studying in non-military schools who have good academic performance and whose majors match the army's requirements are selected to continue training at higher levels as needed by the army.
