What is the amount of financial support for tuition fees for poor ethnic minority students studying at public universities in Vietnam?
According to Article 3 of Joint Circular 35/2014/TTLT-BGDDT-BTC, the regulation on financial support for tuition fees for poor ethnic minority students studying at public universities in Vietnam is as follows:
Support Fee Amount
The tuition support fee is 60% of the statutory pay rate and is provided for no more than 10 months/year per student; the number of years for the tuition support fee is based on the official training period.
Thus, the tuition support fee for poor ethnic minority students studying at public universities is 60% of the statutory pay rate.
Students receiving the tuition support fee will receive it for no more than 10 months/year per student. The number of years to receive the tuition support fee is based on the official training period.
Procedures for receiving financial support for tuition fees for poor ethnic minority students studying at public universities in Vietnam
According to the regulations in Article 4 of Joint Circular 35/2014/TTLT-BGDDT-BTC, the procedures for receiving the financial support for tuition fees for poor ethnic minority students studying at public universities in Vietnam are as follows:
Step 1: Submit the application
Within 30 days from the start of the school year, the university will inform students at the educational institution about the study support policy, the submission time, and guide students to submit a set of documents as prescribed below:
Submit the application to the public university where the student is studying.
The application includes:
- Application for study support fee (form according to Appendices 1, 2);
- Certificate of poverty or near-poverty issued by the commune-level people's committee (certified copy);
- Birth certificate (certified copy);
Note:
- Students eligible for the study support fee only need to submit the application once at the beginning of the school year. During the school year, if the student's family escapes poverty, the student is responsible for submitting the certification document to stop the payment of the study support fee for the next term.
- For students not yet eligible for the study support fee, if during the school year the student's family is added to the poverty or near-poverty category, they should submit an additional application to benefit from the policy as a basis for paying the study support fee in the subsequent term.
The support period is based on the validity of the Certificate of poverty or near-poverty.
- In the case that during the study period, eligible students do not submit the application along with all the required documents as prescribed, they will only be paid the study support fee calculated from the day the university, the Department of Labor – War Invalids and Social Affairs receives the complete application until the end of the course. No retrospective payment of the study support fee will be made for the period before the student submitted the application along with the necessary documents.
Step 2: Application review
The heads of public universities, based on the regulations in Article 2; Clause 1 Article 4 of Joint Circular 35/2014/TTLT-BGDDT-BTC:
- Organize the process for review, comparison, and be responsible for the accuracy of the application;
- Aggregate, create a list, and estimate the budget for implementing the study support fee policy for students according to Appendix 3 issued with Joint Circular 35/2014/TTLT-BGDDT-BTC, report to the superior management agency for inspection, approval, and submit to the financial authority for approval.
