Reduction of teaching norm for teachers performing other professional jobs
1. Homeroom teachers at the primary schools shall be reduced by 3 lessons/week, at the lower secondary and upper secondary schools shall be reduced by 4 lessons/week.
2. Homeroom teachers at boarding general education schools for ethnic minorities at lower secondary and upper secondary levels shall be reduced by 4 lessons/week. Homeroom teachers in specialized schools and semi-boarding schools shall be reduced by 4 lessons/week. Homeroom teachers at schools and classes for disabled people shall be reduced by 3 lessons/week.
2a. Homeroom teachers at pre-university schools shall be reduced by 3 lessons/week
3. Teachers in charge of subject classrooms shall be reduced by 3 lessons/subject/week.
4. Teachers in charge of arts and physical education of the whole school, in charge of school gardens, school workshops, equipment rooms and libraries (if there are no specialized officials to perform these tasks) are entitled to a reduction from 2 to 3 lessons/week depending on the workload and decision of the principal.
5. Leaders of professional teams shall be reduced by 3 lessons/week.
5a. The deputy leaders of professional teams shall be reduced by 1 lesson/week."
5b. Teachers being heads of functional department of pre-university schools shall be reduced by 3 lessons/week;
Teachers being deputy heads of functional department of pre-university schools shall be reduced by 1 lesson/week.
Thus, according to the above regulation, a primary school teacher who is also a leader of a professional team is entitled to a reduction of 3 lessons per week.

1. Teachers concurrently serving as Secretaries of CPV committees or Secretaries of CPV cells (where no CPV committee is established) at Rank 1 schools are entitled to a reduction of 4 lessons per week, and other school levels receive a reduction of 3 lessons per week.
1a. Teachers concurrently responsible for union work will have reduced teaching hours as regulated in Circular No. 08/2016/TT-BGDDT dated March 28, 2016, by the Minister of Education and Training, which regulates policies for reducing teaching hours for teachers and lecturers who perform union work in public educational institutions within the national educational system.
2. Teachers concurrently serving as youth union secretaries or deputy secretaries at the school level follow the policies specified in Decision No. 13/2013/QD-TTg dated February 6, 2013, by the Prime Minister of the Government of Vietnam regarding policies for youth union officials, the Ho Chi Minh Communist Youth Union, and the Vietnam Student Association within education and vocational education institutions.
3. Teachers concurrently serving as the chairman of the school council or school council secretary are entitled to a reduction of 2 lessons per week.
4. Teachers concurrently serving as heads of the school's internal audit committee receive a reduction of 2 lessons per week.
5. To ensure the quality of teaching and work, each teacher should not hold more than 2 concurrent positions and will receive the reduction policy for the position with the highest reduction.
Hence, according to the above regulation, teachers who concurrently act as Secretaries of CPV cells at places where no CPV committee is established) at Rank 1 schools are entitled to a reduction of 4 lessons per week.
