Under Clause 4, Article 1 of Circular 26/2024/TT-BGDDT (effective from February 9, 2025) on amendments to Article 17 on Regulation on standards and procedures for development and revision of textbooks; standards for textbook developers and organization and operation of the National Textbook Appraisal Council promulgated together with Circular 33/2017/TT-BGDDT, the application for textbook appraisal shall include:

- An application form for the textbook appraisal as per the form specified in point a, clause 1, Article 1 of Circular 26/2024/TT-BGDDT;

- The sample textbook proposed for appraisal;

- An explanation of the sample textbook proposed for appraisal, including the textbook title; the contents that have been revised with reasons for the revisions; the process and results of experimentation (if any); other related information (if any);

- Academic credentials of the authors, editors, chief editor (if any

- In cases where re-appraisal of the sample textbook is required, the application for appraisal shall be as prescribed in clause 2, Article 1 of Circular 26/2024/TT-BGDDT.

Additionally, the number and the time limit for submission of applications for the appraisal, re-appraisal, and appraisal of textbooks are as follows:

- The number of applications for the appraisal, re-appraisal, and appraisal of textbooks corresponds to the number of members in the National Textbook Appraisal Council;

- The time limit for submission of applications for the appraisal, and appraisal of textbooks is in May of each year. The timeframe for submission of applications for re-appraisal of textbooks is in September of each year.

What are the procedures for processing the application for appraisal of textbooks in Vietnam?

Under Article 20 on Regulation on standards and procedures for development and revision of textbooks; standards for textbook developers and organization and operation of the National Textbook Appraisal Council promulgated together with Circular 33/2017/TT-BGDDT, supplemented by clauses 5 and 6, Article 1 of Circular 26/2024/TT-BGDDT, the procedures for processing the application for appraisal of textbooks in Vietnam are as follows:

(1) The unit requesting the appraisal of textbooks sends the documents by post or directly to the Ministry of Education and Training.

(2) The Ministry of Education and Training receives the application to organize the appraisal of textbooks up to two (2) sessions per year; in each appraisal session, a sample textbook can be evaluated up to two (2) rounds, with each round lasting no more than five (5) days.

In case the application does not meet the regulations as per Article 17 on Regulation on standards and procedures for development and revision of textbooks; standards for textbook developers and organization and operation of the National Textbook Appraisal Council promulgated together with Circular 33/2017/TT-BGDDT, the application is returned to the unit requesting the appraisal within 20 (twenty) working days from the date of receipt.

(3) Within no more than 20 (twenty) working days from the date of receiving a complete application, the organizing unit is to propose the list of members for the Council and present it to the Minister of Education and Training for consideration and decision on forming the Council.

(4) The Ministry of Education and Training convenes the first meeting of the Council. The Council Chairman conducts the activities of the Council as regulated in Circular 33/2017/TT-BGDDT.

(5) The Council Chairman sends to the textbook appraisal organizing unit a report on the appraisal results of the sample textbook by the Council.

(6) The textbook appraisal organizing unit processes according to the appraisal results:

- If the sample textbook is rated "Pass" by the Council, the organizing unit completes the application, prepares an appraisal report, and drafts a decision to submit to the Minister of Education and Training for consideration and decision on approval for use.

- If the sample textbook is rated "Pass but needs revision" in the first appraisal round, the organizing unit submits a notification to the unit requesting the textbook appraisal, to conduct amendments and resubmit the application for reappraisal as prescribed in clause 2, Article 17 of the Regulation on standards and procedures for development and revision of textbooks; standards for textbook developers and organization and operation of the National Textbook Appraisal Council promulgated together with Circular 33/2017/TT-BGDDT.

The time for revising and supplementing the application is a maximum of 30 days from the date of issue of the appraisal result notification by the organizing unit.

- If the sample textbook is rated "Fail" in the first appraisal round, or "Fail" or "Pass but needs revision" in the second appraisal round, the organizing unit provides the appraisal result to the unit requesting textbook appraisal. If the organization or individual wishes to continue compiling the textbook, the sample must be reconstructed for appraisal as in the first appraisal.

(7) Within no more than 60 (sixty) working days from the date of receiving a complete application, the organizing unit sends the appraisal results to the unit requesting the textbook appraisal by post or directly.

What are the procedures for textbook appraisal in Vietnam?

Pursuant to Article 16 on Regulation on standards and procedures for development and revision of textbooks; standards for textbook developers and organization and operation of the National Textbook Appraisal Council; standards of organizations and individuals compiling textbooks; the organization and activities of the National Textbook Appraisal Council promulgated together with Circular 33/2017/TT-BGDDT, as amended by clause 7, Article 1 of Circular 05/2022/TT-BGDDT, the procedures for textbook appraisal in Vietnam are as follows:

(1) No later than 15 days before the first meeting of the Council, the sample textbook is sent by the organizing unit to Council members. Council members will read, study, and write remarks evaluating the sample textbook according to each content prescribed in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT.

(2) The Council meets and discusses the sample textbook according to each content prescribed in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT.

(3) Council members evaluate and classify the sample textbook:

- Evaluate and classify the sample textbook according to each clause content prescribed in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT into one of three categories: "Pass", "Pass but needs revision", "Fail";

- Overall appraisal and classification of the sample textbook into one of three categories: "Pass", "Pass but needs revision", "Fail":

+ The sample textbook is classified as "Pass" if the classification result for all content in each clause prescribed in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT is "Pass";

+ The sample textbook is classified as "Pass but needs revision" if the overall classification result according to each clause content prescribed in Articles 4, 5, 6, 7, and 8 of Circular 33/2017/TT-BGDDT is "Pass" and "Pass but needs revision", with the prerequisite conditions of the textbook required to be classified as "Pass";

+ The sample textbook is classified as "Fail" in other cases.

(4) The Council evaluates the sample textbook:

- The Council classifies as "Pass" for a sample textbook if at least three-quarters (3/4) of the total Council members classify it as "Pass";

- The Council classifies as "Pass but needs revision" for a sample textbook if at least three-quarters (3/4) of the total Council members classify it as "Pass" and "Pass but needs revision" or if at least three-quarters (3/4) classify it as "Pass but needs revision";

- The Council classifies as "Fail" in other cases.
