According to Circular 13/2024/TT-BGDDT, what are the standards and conditions for consideration for promotion to the professional title of Grade II preschool teacher in Vietnam?

According to Article 3 of Circular 13/2024/TT-BGDDT, the standards and conditions for consideration for promotion to the professional title of Grade II preschool teacher in Vietnam are stipulated as follows:

Preschool teachers may register to be considered for promotion to the professional title of Grade II preschool teacher (code V.07.02.25) when they meet all the following standards and conditions:

- They have been appointed to the professional title of Grade III preschool teacher (code V.07.02.26).

- While holding the professional title of Grade III preschool teacher and equivalent, they have been graded at quality as the good compilation of tasks or higher for 2 consecutive years of service preceding the year of consideration for promotion to the higher professional title; possess good political qualities and professional ethics; are not under disciplinary action; and are not under any time-bound disciplinary measures as per the Communist Party of Vietnam regulations and the law.

- They meet the standards of qualifications for the professional title of Grade II preschool teacher as prescribed in point a, clause 3, Article 4 of Circular 01/2021/TT-BGDDT dated February 2, 2021, by the Minister of Education and Training stipulating the professional title code and standards, and appointment and salary grading for public employees teaching in public preschool education institutions and clause 2, Article 1 of Circular 08/2023/TT-BGDDT dated April 14, 2023, by the Minister of Education and Training amending and supplementing several articles of the Circular 01/2021/TT-BGDDT.

- They meet the standards of professional competence for the professional title of Grade II preschool teacher as stipulated at points a, b, c clause 4, Article 4 Circular 01/2021/TT-BGDDT and clause 4, clause 5, Article 1 of Circular 08/2023/TT-BGDDT.

- They meet the requirements of the duration for holding the professional title of Grade III preschool teacher (including the time holding an equivalent grade) as stipulated in clause 6, Article 1 of Circular 08/2023/TT-BGDDT. In cases where teachers have already served before recruitment or acceptance in compliance with the law and have participated in the compulsory social insurance, the provisions of the Government of Vietnam at point d, clause 1, Article 32 of Decree 115/2020/ND-CP dated September 25, 2020, of the Government of Vietnam on recruitment, employment, and management of public employees, amended and supplemented at clause 16, Article 1 of Decree 85/2023/ND-CP dated December 7, 2023, of the Government of Vietnam amending and supplementing several articles of Decree 115/2020/ND-CP dated September 25, 2020, of the Government of Vietnam on recruitment, employment, and management of public employees will be followed.

What are the regulations on programmes of preschool education in Vietnam?

According to Article 25 of the Education Law 2019, the programmes of preschool education in Vietnam are specifically stipulated as follows:

- Programmes of preschool education shall satisfy the following requirements:

+ Reflect the objectives of preschool education;

+ Concretize the outcome requirements of different age groups, educational activities, methods and modes of organizing educational activities, educational environment and evaluation of the development of children;

+ Be consistent throughout the country and implemented flexibly, suitable with specific conditions of localities and institutions of preschool education.

- The Minister of Education and Training shall establish the National review council for appraising curricula for preschool education to appraise programmes of preschool education. The council shall be composed of teachers, education managers, experienced and prestigious scientists in the field of education and representatives of relevant agencies and organisations. At least one-third of the council members must be teachers who are working in institutions of preschool education. The council and the council members shall be responsible for the appraisal contents and quality.  

- The Minister of Education and Training shall promulgate programmes of preschool education after receiving the appraisals of the National review council for appraising curricula for preschool education; stipulate standards, compiling and editing processes of programmes of preschool education; stipulate standards and selection of toys and learning materials used in institutions of preschool education; stipulate the duties, powers, operating methods, standards, number and structure of members of the National review council for appraising curricula for preschool education.

What do the institutions of preschool education in Vietnam include?

According to Article 26 of the Education Law 2019, institutions of preschool education in Vietnam include:

- Junior kindergarten centers and classes for children aged 03 – 36 months;

- Senior kindergartens and independent senior kindergarten classes for children aged 03 – 06 years;

- Combined kindergartens and independent preschool classes for children aged 03 months – 06 years.
