Some notes on assessing and evaluating secondary school students in the 2024-2025 academic year in Vietnam

Recently, the Ministry of Education and Training issued Official Dispatch 3935/BGDDT-GDTrH in 2024 guiding the implementation of secondary education tasks for the 2024-2025 school year.

In this Official Dispatch, the Ministry of Education and Training notes several contents on evaluating secondary students as follows:

- Develop assessment plans aligned with teaching plans; enhance periodical assessments through practical exercises and learning projects.

- For the Literature subject, avoid using texts or excerpts already studied in textbooks as materials for assessing reading comprehension and writing skills in periodic assessments. This aims to prevent students from merely memorizing lessons or copying available materials.

Additionally, the Ministry of Education and Training also suggests enhancing the development of question banks and assessment matrices according to the required outcomes of the curriculum; and preparing 9th-grade students for high school entrance exams and 12th-grade students for national high school graduation exams.

Which Circular stipulates the assessment of secondary students in the 2024-2025 school year in Vietnam?

Clause 1, Article 1 of Circular 22/2021/TT-BGDDT stipulates following regulations:

Scope of regulation and subjects of application

  1. This Circular provides guidelines on the evaluation of the training and learning outcomes of lower and upper secondary students (hereinafter referred to as students), including: evaluating students' training and learning outcomes; using evaluation results; and the responsibilities of agencies, organizations, and individuals.

Article 21 of Circular 22/2021/TT-BGDDT stipulates as follows:

Enactment Effect

  1. This Circular takes effect from September 5, 2021, and follows the following schedule:

- From the 2021-2022 school year for grade 6.- From the 2022-2023 school year for grades 7 and 10.- From the 2023-2024 school year for grades 8 and 11.- From the 2024-2025 school year for grades 9 and 12.

This Circular replaces Circular No. 58/2011/TT-BGDDT dated December 12, 2011, of the Minister of Education and Training, which issues the Regulation on Evaluation and Classification of Lower and Upper Secondary Students, and Circular No. 26/2020/TT-BGDDT dated August 26, 2020, of the Minister of Education and Training, which amends and supplements several articles of the Regulation on Evaluation and Classification of Lower and Upper Secondary Students issued with Circular No. 58/2011/TT-BGDDT dated December 12, 2011, following the schedule stipulated in Clause 1 of this Article.

Thus, from the 2024-2025 school year onwards, the assessment of secondary students will be applied according to Circular 22/2021/TT-BGDDT.

What are responsibilities of homeroom teachers in assessing secondary students in Vietnam?

According to Article 20 of Circular 22/2021/TT-BGDDT, the responsibilities of homeroom teachers in assessing secondary students are as follows:

- Assist the Principal in managing student assessment in the class according to the provisions of this Circular.

- Confirm the correction of scores and evaluation levels of subject teachers; compile results of students' training and learning outcomes for each semester and the entire school year in the Student Monitoring and Evaluation Record (by class), Student Report Card.

- Assess the training results of students for each semester and the entire school year; create lists of students who move up a grade, those needing re-evaluation in the summer break, those not promoted, and those eligible for awards.

- Record or input evaluation results of each student into the Student Monitoring and Evaluation Record (by class) and Student Report Card:

+ Comments on students' training and learning outcomes; levels of evaluation of students' training and learning outcomes.

+ Results of being promoted or not; recognized as completing the lower secondary program, upper secondary program, or not; awards.

- Guide students to self-comment during their training and learning process. Coordinate with subject teachers, the Ho Chi Minh Young Pioneers, the Ho Chi Minh Communist Youth Union, the Parents’ Representatives, and related agencies, organizations, and individuals in educating students and receiving feedback on students' training and learning processes

.- Privately inform parents of students about their children's training and learning processes and results.
