Under Section V of the Vietnamese Language and Literature program Attached to Circular 32/2018/TT-BGDDT, the writing skills required for 9th-grade students in Vietnam are:
(1) Writing Process
- Be able to write a text ensuring the steps: preparation before writing (determining the topic, purpose, readership, form, collecting information, and materials); generating ideas and outlining; writing the essay; reviewing and editing, learning from experience.
- Have knowledge of and respect intellectual property rights, knowing how to properly cite the text of others.
(2) Writing Practice
- Be able to write a creative story, possibly mimicking a story already read; utilizing descriptive and expressive elements in the story.
- Initial Be able to compose an eight-syllable poem. Writing a paragraph expressing thoughts about an eight-syllable poem.
- Be able to write an argumentative essay on a problem that needs solving; presenting viable and convincing solutions.
- Be able to write an analytical argumentative text on a literary work: analyzing the content, theme, unique artistic features of the work, and its aesthetic effect.
- Be able to write an informative text about a scenic spot or a historical site, using diagrams, tables, and illustrative images.
- Be able to write an advertisement or flyer for a product or activity, using a combination of linguistic and non-linguistic means.

Under Section III of the Vietnamese Language and Literature program Attached to Circular 32/2018/TT-BGDDT, the objectives of the Vietnamese Language and Literature program in lower secondary education in Vietnam are as follows:
- Help students form and develop essential qualities with specific manifestations: love for nature, family, and homeland; awareness of origins; appreciation for beauty, goodness, and healthy emotions; enthusiasm for learning, passion for labor; honesty and straightforwardness in learning and life; awareness of responsibilities towards oneself, family, society, and the environment.
- Help students initially form common competencies, developing language skills in all reading, writing, speaking, and listening skills at a basic level: reading accurately and fluently; understanding the main content and information of a text; relating and comparing beyond the text; writing with correct spelling and grammar; writing some sentences, paragraphs, short essays (primarily narrative and descriptive essays); speaking clearly; listening to understand the speaker's opinion.
