Issuing the framework for the academic year 2024-2025 for preschool education, general education, and continuing education to be applied nationwide as follows:
1. Commencing the new school year no more than one week before the official opening ceremony. For first grade, no more than two weeks before the official opening ceremony.
2. Organizing the opening ceremony on September 5, 2024.
3. Concluding the first semester no later than January 18, 2025, and completing the curriculum and ending the school year no later than May 31, 2025.
4. Recognizing primary school completion and junior high school graduation no later than June 30, 2025.
5. Completing the admission process for the new grades no later than July 31, 2025.
6. The high school graduation exam in 2025 is scheduled to take place on June 26 and 27, 2025.
7. Other national exams are organized according to the regulations and guidance of the Ministry of Education and Training.
Thus, although most students have already returned to school, the official opening ceremony will begin on September 5, 2024.

Upon entering a new academic year, schools will implement various forms of legal education depending on the grades and levels of the students specifically as:
Based on the provisions of Article 11 of the Law on Legal Dissemination and Education 2012, there are currently 8 forms of legal dissemination and education:
[1] Press conferences, press releases.
[2] Direct legal dissemination; consulting, guiding to understand legal matters; providing legal information and documents.
[3] Through mass media, loudspeakers, internet, posters, billboards, propaganda paintings; publishing in the Official Gazette; posting legal information on electronic information pages; posting at head offices, bulletin boards of agencies, organizations, residential areas.
[4] Organizing legal understanding contests.
[5] Through judicial activities, administrative violation handling, citizen reception, complaint, and denunciation settlement of citizens and other activities of state agencies; through legal aid activities, mediation at grassroots level.
[6] Integrating in cultural, artistic activities, activities of political organizations and associations, clubs, legal bookcases, and other cultural institutions at grassroots level.
[7] Through the legal education program in educational institutions of the national education system.
[8] Other forms of legal dissemination and education suitable for specific subjects that agencies, organizations, and individuals with authority can apply to ensure effective legal dissemination and education.

According to Article 3 of Decision 2045/QD-BGDDT in 2024:
Responsibility for Implementation
1. The Chairman of the People's Committee of the provinces and centrally-run cities decides:
a) The academic year plan for preschool education, general education, and continuing education suitable to the local reality.
b) The time to start the school year early and the time to extend the school year no more than 15 days as regulated in Article 1 of this Decision to ensure the completion of preschool education, general education, and continuing education programs in case of natural disasters or epidemics; for special cases, report to the Ministry of Education and Training before implementation.
2. The Director of the Department of Education and Training:
a) Decides on school holidays in case of extreme weather, natural disasters, and arrange make-up classes; ensuring teachers' holidays during the school year.
b) Reports to the Ministry of Education and Training on:
- The preparation for the academic year and the organization of the opening ceremony of the academic year 2024-2025 before September 10, 2024;
- Summary of the implementation of key tasks and solutions for the academic year 2024-2025 and the results of the emulation criteria, proposing awards for the academic year before June 25, 2025.
As stipulated, the new academic year 2024 will be summarized no later than June 25, 2025.
