Based on Article 1 of Decision 804/QD-TTg in 2023, the purpose of approving the Plan for National Defense and Security Education for Group 1 in 2024 is as follows:

- To continue implementing Directive 12-CT/TW in 2007 of the Politburo on strengthening the leadership of the Communist Party over national defense and security education in the new situation;

- To serve as a basis for effectively implementing national defense and security knowledge enhancement for Group 1 as stipulated in the Law on National Defense and Security Education and Decree 13/2014/ND-CP; Decree 139/2020/ND-CP dated November 27, 2020, of the Government of Vietnam, amending and supplementing several articles of Decree 13/2014/ND-CP.
