What are the requirements on contents and methods of primary education in Vietnam?

According to Article 7 of the Education Law 2019, specific requirements on education contents and methods across all levels in Vietnam are as follows:

- Contents of education must ensure the basic, comprehensive, practical, modern, systematic and up-to-date characteristics; with importance attached to ideological, ethical and civic consciousness education; preserving and developing the good traditions and the national cultural identity, absorbing the essence of the mankind culture; and suitable with the physical, intellectual and psycho-physiology development of various age groups and abilities of learners.

- Methods of education must be scientific and bring into full play the activeness, consciousness, self-motivation and creative thinking of learners; foster self-study and cooperative abilities, practical ability, learning eagerness and the will to advance forward.

Moreover, according to Article 30 of the Education Law 2019, specific provisions for primary education include:

-The contents of general education must ensure the popular, basic, comprehensive, career-orienting, and systematic characteristics; linking with the realities of life, appropriate to the psycho-physiological characteristics of students, meeting the objectives of education at each level.

- Primary education must guarantee students the foundation for comprehensive development of physical and emotional health, social skills, simple and necessary knowledge about nature, society and human being; with social moral awareness; with basic skills in listening, reading, speaking, writing and calculating; with habits of physical exercise and hygiene; and with initial understanding of singing, dancing, music and arts;

When are 5th-grade students considered to have completed the primary education program in Vietnam?

Under Clause 2, Article 11 of the Regulations on Assessment of Primary School Students issued with Circular 27/2020/TT-BGDDT, the provision on consideration for completion of primary education programs in Vietnam is as follows:

Consideration for completion of class programs or primary education programs

1. Consideration for completion of class programs:

a) Students receiving verification for completion of class programs are students who receive academic assessment results of: Excellent completion, Good completion, Completion. 

b) For students who have not received verification for completion of class programs, teachers prepare plans, guidance and assistance; such students shall also receive additional consideration for completion of class programs.

c) For students who remain ineligible for completing class program despite receiving guidance and assistance, depending on level of incompletion of subjects, academic activities, level of formation and development of traits and capacities, teachers prepare list and report to principals in order to organize inspection, assessment and consideration and decide whether the student move on to the next grade or not.

2. Consideration for completion of primary education programs:

Students completing the 5th grade shall be verified and recorded in their study records as “Hoàn thành chương trình tiểu học” (Completed primary education program).

According to the above regulation, students are confirmed to have completed the primary education program when completing the 5th grade shall be verified and recorded in their study records as “Hoàn thành chương trình tiểu học” (Completed primary education program).
