What are the standards for awarding the Commemorative Medal "For the Cause of Education" to individuals in Vietnam?
The standards for awarding the Commemorative Medal "For the Cause of Education" to individuals are stipulated in Article 8 of Circular 29/2023/TT-BGDDT as follows:
The Commemorative Medal "For the Cause of Education" (hereinafter referred to as the Commemorative Medal) is a form of reward given once by the Minister of Education and Training to individuals both inside and outside the Education sector who meet one of the following standards:
- Individuals inside the Education sector:
+ Educators, educational managers at educational institutions, and educational management agencies (including officials and public employees, specialized educational management staff at ministries, ministerial-level agencies, agencies under the Government of Vietnam, committees, branches, and central organizations) with a working time of 20 years or more in the Education sector.
In cases where individuals are sent to study or fulfill military service obligations while still working in the Education sector, the time spent studying or fulfilling military service obligations will be counted as working time in the Education sector for the purpose of awarding the Commemorative Medal.
The time period under disciplinary measures will not be counted towards awarding the Commemorative Medal;
+ Individuals who have been working for 05 years or more in areas with particularly difficult socio-economic conditions as specified by the Prime Minister of the Government of Vietnam can be awarded the Commemorative Medal 05 years earlier than the prescribed time.
- Individuals outside the Education sector:
+ Held leadership or managerial positions for 05 years or more, having significant contributions to the leadership, direction, and development of the Education sector;
+ Made substantial contributions by participating in the enactment of policies, organizing practical and effective activities for the development of the Education sector, or providing financial and material support for the development of the Education sector, confirmed by the beneficiary unit;
+ Individuals who are overseas Vietnamese, working for foreign organizations in Vietnam, or foreigners who have made positive contributions to the construction and development of Vietnam's education and training sector, enhancing friendly and cooperative relations between Vietnam's education and other countries and international organizations.
What is the monetary reward accompanying the Commemorative Medal "For the Cause of Education" for individuals in Vietnam?
According to Article 58 of Decree 98/2023/ND-CP:
Monetary Rewards for Certificates of Merit, Commendation Letters, and Commemorative Medals
1. For individuals:
a) Individuals awarded or posthumously awarded the “Certificate of Merit of the Prime Minister of the Government of Vietnam” will be given a certificate, frame, and a monetary reward equivalent to 3.5 times the statutory pay rate;
b) Individuals awarded or posthumously awarded a Certificate of Merit from ministries, sectors, provinces will be given a certificate, frame, and a monetary reward equivalent to 1.5 times the statutory pay rate;
c) Individuals awarded Commemorative Medals from the Standing Committee of the National Assembly will be given a certificate, frame, Commemorative Medal, Commemorative Medal case, and a monetary reward not exceeding 0.8 times the statutory pay rate;
d) Individuals awarded Commemorative Medals from ministries, sectors, provinces, political organizations, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations with a party committee or a party organization under the central agencies of the Communist Party will be given a certificate, frame, Commemorative Medal, Commemorative Medal case, and a monetary reward not exceeding 0.6 times the statutory pay rate;
dd) Individuals awarded Certificates of Merit from military districts, army corps, services, branches, general departments, and equivalents under the Ministry of National Defense, Government Cipher Committee of the Government of Vietnam; Certificates of Merit from the National University will be given a certificate, frame, and a monetary reward equivalent to 1.0 times the statutory pay rate;
e) Individuals awarded Commendation Letters specified in points a, b, c, and d of Clause 1, Article 75 of the Law on Emulation and Commendation will be given a certificate, frame, and a monetary reward equivalent to 0.3 times the statutory pay rate;
g) Individuals awarded Commendation Letters from the Chairpersons of the People’s Committees at the commune level will be given a certificate, frame, and a monetary reward equivalent to 0.15 times the statutory pay rate.

According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate is 2,340,000 VND/month.
The monetary reward accompanying the Commemorative Medal "For the Cause of Education" for individuals is at most 1,404,000 VND.
