On October 18, 2024, the Ministry of Education and Training of Vietnam announced the sample exam paper for the Mathematics subject of the High School Graduation Exam starting in 2025 Download. The year 2025 marks the first instance of the High School Graduation Exam being conducted under the 2018 General Education Program.

What are objectives of the 2018 General Education Program in Vietnam?

Based on Section II of the 2018 General Education Program issued with Circular 32/2018/TT-BGDDT (amended by Article 1 Circular 13/2022/TT-BGDDT), the objectives of the 2018 General Education Program are specified as follows:

- The general education program concretizes the goals of general education, helping students master basic general knowledge, effectively apply learned knowledge and skills in life and pursue lifelong learning, have career orientation, build and develop harmonious social relationships, possess personality, character, and a rich spiritual life, thus leading to a meaningful life and a positive contribution to the development of the country and humanity.

- The primary education program helps students form and develop fundamental elements laying the foundation for harmonious physical and mental development, qualities, and competencies; primarily focusing on education about the values of self, family, community, and the necessary habits and discipline in learning and living.

- The lower secondary education program helps students develop the qualities and competencies formed and developed at the elementary level, self-regulate according to common social standards, apply positive learning methods to complete foundational knowledge and skills, have an initial understanding of professions, and have a career orientation to continue to upper secondary education, vocational education, or participate in working life.

- The upper secondary education program helps students continue to develop essential qualities and competencies for workers, civic awareness and personality, self-learning ability, and lifelong learning awareness, make career choices suited to their capacities and interests, conditions, and circumstances to further education, vocational training, or participate in working life, adapt to changes in the context of globalization and new industrial revolutions.

What are requirements for qualities and competencies in the 2018 General Education Program in Vietnam?

Based on Section III of the 2018 General Education Program issued with Circular 32/2018/TT-BGDDT (amended by Article 1 Circular 13/2022/TT-BGDDT), the requirements for qualities and competencies in the 2018 General Education Program are as follows:

Firstly, the general education program shapes and develops the following primary qualities in students: patriotism, compassion, diligence, honesty, responsibility.

Secondly, the general education program forms and develops the following core competencies in students:

- General competencies formed and developed through all subjects and educational activities: self-management and self-learning competency, communication and cooperation competency, problem-solving, and creativity competency;

- Specific competencies primarily formed and developed through certain subjects and educational activities: language competency, mathematical competency, scientific competency, technological competency, IT competency, aesthetic competency, physical competency.

Besides shaping and developing core competencies, the general education program also contributes to discovering and nurturing students' talents.

Thirdly, specific requirements for primary qualities and core competencies are stipulated in Section IX of the General Program and in the subject curricula and educational activities.

What is the education plan of the 2018 General Education Program in Vietnam?

Based on Section IV of the 2018 General Education Program issued with Circular 32/2018/TT-BGDDT (amended by Article 1 Circular 13/2022/TT-BGDDT), the education plan of the 2018 General Education Program is specified as follows:

- The general education program is divided into two stages: the basic education phase (from grade 1 to grade 9) and the career-oriented education phase (from grade 10 to grade 12).

- The system of subjects and educational activities in the general education program includes compulsory subjects and educational activities, career-oriented elective subjects (called elective subjects), and option subjects.

- The actual study time in a school year is equivalent to 35 weeks. Educational institutions may organize teaching in one-session/day or two-sessions/day. Institutions organizing teaching in both one-session/day and two-sessions/day must carry out a unified mandatory educational content for all institutions nationwide.
