Review and assessment of the implementation of the Law on Education in Vietnam for the period 2020-2024
What are the regulations on review and assessment of the implementation of the Law on Education in Vietnam for the period 2020-2024?
On July 30, 2024, the Minister of Education and Training of Vietnam issued Decision 2012/QD-BGDDT in 2024 on the Review and assessment Plan for the Implementation of the Law on Education for the period 2020-2024.
The purpose of reviewing and assessing the implementation of the Law on Education for the period 2020-2024 is to:
- Objectively and comprehensively review and assess the achieved results, promptly identify difficulties, obstacles, inadequacies, contradictions, and overlaps in the implementation of the Law on Education for the period 2020 - 2024 and related legal policies to propose necessary amendments and supplements to the Law on Education;
- Research new tasks and regulations in documents of the Communist Party, the National Assembly, the Standing Committee of the National Assembly, and the Government of Vietnam related to the education sector to propose content that needs to be institutionalized in the Law on Education;
- Study practical educational developments in the region and the world, the impact of scientific and technological development on future human resource training to propose necessary amendments and supplements in the Law on Education.
In addition, according to Subsection 2, Section 1 of the Review and assessment Plan for the Implementation of the Law on Education for the period 2020-2024 issued with Decision 2012/QD-BGDDT in 2024, the review, and assessment of the implementation of the Law on Education for the period 2020-2024 requires the following:
- The review, and assessment of the implementation of the Law on Education for the period 2020 - 2024 must be serious, objective, substantive, and comprehensive; ensure the correct content, purpose, progress, saving, and efficiency, in accordance with the actual situation;
- Focus on analyzing existing problems, limitations, obstacles, inadequacies, contradictions, and overlaps of the Law on Education and guiding documents (if any) and propose specific solutions;
- Ensure close coordination between relevant agencies and units during the review and assessment of legal documents in the education sector.
What is the latest Law on Education in Vietnam in 2024?
On June 14, 2019, the National Assembly issued the Law on Education 2019. The Law on Education 2019 has been in effect since July 1, 2020, and to date, no document has replaced it. Therefore, the latest Law on Education in 2024 is the Law on Education 2019.
The Law on Education 2019 consists of 9 Chapters and 115 Articles. The educational objectives are stipulated in Article 2 of the Law on Education 2019 as follows:
- Fully develop Vietnamese people with ethics, knowledge, culture, health, aesthetics, and occupational skills; with moral qualities, competencies, and civic awareness; with patriotism, national spirit, loyalty to the ideals of national independence and socialism;
- Promote each individual's potential and creativity; enhance people's knowledge, develop human resources, foster talents, meet the demands of national construction, protection tasks, and international integration.

What are the objectives of upper secondary school education according to the Law on Education 2019 in Vietnam?
According to Article 29 of the Law on Education 2019, the objectives are as follows:
Objectives of General Education
- General education aims to comprehensively develop learners regarding ethics, intellect, physique, aesthetics, basic skills, personal capacity development, dynamism, and creativity; to form the personality of socialist Vietnamese individuals and civic responsibility; to prepare learners to continue university education, vocational education or participate in labor, and national construction and protection.
- Primary education aims to lay the initial foundation for developing students’ ethics, intellect, physique, aesthetics, and competencies; preparing students to proceed to secondary school.
- Lower secondary education aims to consolidate and develop the results of primary education; ensuring students have fundamental general knowledge, and the necessary basic understanding of technology and vocational orientation to continue to upper secondary school or vocational education programs.
- Upper secondary school education aims to equip students with civic knowledge; consolidate and develop the results of lower secondary education, complete general education, and have basic technical and vocational orientation knowledge; ensure students have the conditions to develop personal competencies to choose future development paths, continue university education, vocational education or participate in labor, national construction and protection.
Thus, the objectives of upper secondary school education include:
- Equipping students with civic knowledge;
- Ensuring students consolidate and develop the outcomes of lower secondary education, complete general education, and understand basic technical and vocational orientation;
- Ensuring students have the conditions to develop their personal competencies to choose future development paths, continue university education, vocational education, or participate in labor, and national construction and protection.
