1. Standardized educational qualifications of teachers are regulated as follows:

a) Teachers of preschool education teachers must possess at least a pedagogical college diploma;

b) Teachers of primary education, lower secondary education and upper secondary education must possess at least a bachelor’s degree in pedagogy training.

In case a subject is yet to acquire enough teachers with bachelor’s degree in pedagogy training, teachers of this subject must possess a bachelor's degree of suitable specialization and a certificate of pedagogy training;

c) Lecturers of higher education must possess a master’s degree; lecturers teaching or instructing master or doctor’s theses must possess a doctoral degree.

b) Standardized educational qualifications of teachers working in institutions of vocational education shall follow regulations in the Law on Vocational education.

What educational institutions perform the duty of training and retraining teachers in Vietnam?

Under Article 74 of the Education Law 2019:

Educational institutions providing training for teachers and education managers

1. Educational institutions performing the duty of training and retraining teachers include pedagogical schools, educational institutions with faculty of pedagogy, educational institutions authorised to train and retrain teachers.

2. Educational institutions performing the duty of training and retraining education managers include pedagogical schools, institutions of higher education with faculty of educational management, educational institutions authorised to train and retrain education managers.

3. Pedagogical schools established by the State to train and retrain teachers and education managers shall be given priority in teacher recruitment, allocation of education managers, investment in infrastructure and dormitories, as well as availability of funding. Pedagogical schools have schools or establishments for trainee-teachers' practice.

What is the statutory pay rate applicable to teachers in Vietnam from July 01, 2024?

Under Article 3 of Decree 73/2024/ND-CP, the specific regulations are as follows:

a) Calculating salaries in payrolls, allowances and other benefits as per the law with regard to individuals defined in Article 2 of this Decree;

2. From July 01, 2024, the statutory pay rate is VND 2,340,000 per month.

Regulated entities

1. Salary and allowance earners to whom the statutory pay rate applies as prescribed in Article 1 of this Decree include:

a) Officials from central echelon to district level prescribed in clause 1 and clause 2 Article 4 of the Law on Officials 2008 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

b) Officials at communal level prescribed in clause 3 Article 4 of the Law on Officials 2008 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

c) Public employees working for public service providers prescribed in Law on Public Employees 2010 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

d) Persons who work under employment contracts as prescribed in the Government’s Decree No. 111/2022/ND-CP dated December 30, 2022 on contracts of employment for certain tasks in administrative units and public service provider, and are eligible for, or have agreed under the signed employment contracts on, salary payment according to the Government’s Decree No. 204/2004/ND-CP dated December 14, 2004 on pay policy for officials, public employees and armed forces;

Hence, according to the above regulation, only teachers who are public employees working at public schools or teachers working under Contract 111 will receive an increase in the statutory pay rate based on Decree 73/2024/ND-CP.
